Policy and National Level Initiatives
Building Modern Systems of Career Guidance and Non-formal Education
A new cooperation agreement was signed between the E2E and the Qualifications Agency in order to enhance systems of non-formal education and Career Guidance and Counselling (CGC). This agreement, signed by the E2E Project Director Oliver Streit and the Qualifications Agency Director, ?aslav Mitrovi?, represents a significant step toward modernizing and expanding trainings and career guidance services across the country.
The foreseen development of the ethical code of career practitioners will contribute to the systemic development of the career practitioners' capacities.
On the other hand, the development of the CGC portal will provide beneficiaries with access to modern assessment tools and improved career guidance resources, helping them make informed decisions in a dynamic labor market.
This Signed Agreement emphasizes the importance of strategic partnerships in the further development of the JPOA system by involving relevant companies offering Work– based trainings.
Driving Youth Activation: Workshop on Reaching NEET Youth outside the system
In December 2024, the E2E, in collaboration with the Ministry of Labour, Employment, Veteran, and Social Affairs, conducted a three-day training event focused on training civil society organizations (CSOs) on how to engage with NEET (not in education, employment or training) youth who are outside the system, within the Youth Guarantee framework. Held in Belgrade, this workshop equipped civil society organizations, including the Education Center Kru?evac that runs E2E JOB INFO in Kru?evac, with tools to identify and activate NEET youth who are not on the register of the National Employment Service (NES). Youth counselors from the NES branches where the Youth Guarantee is being piloted, Ni?, Kru?evac and Sremska Mitrovica, also attend the training to familiarize themselves with the concept of reaching out and connecting with youth workers for collaboration in implementing the Youth Guarantee.
Led by Dajna Marinkovic and Milica Jana?kovi? from the Center for Youth Work, participants explored innovative strategies to prepare NEET youth for inclusion in educational and employment pathways.
This initiative underscores our commitment to aligning Serbia’s practices with successful EU models to reduce youth unemployment.
Strengthening Regulatory Frameworks for Employment Services
The E2E hosted a workshop in Belgrade focused on amending regulations for employment agencies in order to enhance the quality of their services. Collaborating with the Ministry of Labour, Employment, Veteran and Social Affairs and the National Employment Service ( Nacionalna slu?ba za zapo?ljavanje / Национална служба за запош?ава?е ), topics included spatial and technical requirements, professional training standards, the certification process for employment professionals, and conditions for career guidance and counselling. By aligning policies with practical experiences and needs, we continue to improve service delivery across Serbia.
Shaping Phase III: A Collaborative Vision for 2025
The first Steering Committee Meeting of the E2E Phase III convened in December at the National Academy for Public Administration ( Nacionalna akademija za javnu upravu ). Representatives from national key institutions, as well as the Swiss Agency for Development and Cooperation , joined to align the strategic priorities for 2025. Discussions emphasized:

Innovations in Career Guidance at the ETF Quality Assurance Forum
E2E participated and presented the best practices in the European Training Foundation ETF Quality Assurance Forum held in November, where stakeholders from across the region gathered to enhance career guidance services. Representatives showcased E2E’s achievements in developing Serbia’s career guidance system and highlighted the role of competent practitioners in fostering lifelong learning.

Fostering Local Partnerships in Smederevo

Empowering the Future: Innovations in Work-Based Learning
As part of the "Month of Dual Education" events, the E2E project hosted a roundtable dedicated to exploring the impact and success factors of work-based learning in non-formal education and career guidance and counselling (CGC). Organized in collaboration with the Chamber of Commerce and Industry of Serbia ( Privredna komora Srbije | Chamber of Commerce and Industry of Serbia ), the event brought together diverse stakeholders, including representatives from local self-governments in Kragujevac and Pirot, the Ministry of Labour, Employment, Veteran, and Social Affairs, the National Employment Service (NES) Nacionalna slu?ba za zapo?ljavanje / Национална служба за запош?ава?е , and accredited training providers.
Panellists showcased best practices in delivering high-quality services to youth and businesses, emphasizing the importance of systemic support and public-private partnerships in creating effective training programs.
Also, the E2E started with due diligence missions in order to identify adequate candidates from the private sector, willing to invest their resources in the training solutions improvements. It is expected that the first results of these activities will appear in H1 2025.
Capacity Building and Innovations
Advancing Career Guidance Expertise
In October and December, the E2E successfully organized specialized?workshops aimed at enhancing the skills of new career practitioners who joined JOB INFO Center network and who are part of two new centres in Belgrade and Novi Sad. The trainings, held in Belgrade, introduced CGC methodology and service structure, CGC tools and instruments developed in the E2E, competency-based assessment approaches, including the “Basic Check” and “IdentyFi” assessment tools, to align individual competencies with market demands. Practitioners gained new skills and knowledge, they practiced the implementation of innovative tools through interactive exercises and simulations, they are empowered to ensure tailored services for individuals and companies.
This marks a critical step in improving CGC services provision in JOB INFO centre network, equipping career practitioners as competent providers, and fortifying connections between education and employment sectors.
