The Downtown Action Plan, a meticulously crafted blueprint, aims to reimagine and revitalize Downtown D.C. in the wake of the COVID-19 pandemic. This strategic initiative aligns with Mayor Muriel Bowser’s Comeback Plan and is poised to bring new life to an area that has long been a pivotal economic engine for the District.

The Downtown Action Plan, set for implementation over five years from FY 2025 to FY 2029, is an exhaustive document outlining strategies, programs, and initiatives designed to enhance the resilience and dynamism of Downtown D.C. The plan is a response to the significant shifts in work and life patterns brought about by the pandemic, which have left many urban centers grappling with unprecedented challenges.

A Vision for a New Era

The Downtown Action Plan’s vision is to transform Downtown D.C. into a vibrant, inclusive, and resilient urban center. This vision is structured around five foundational elements and five key nodes, each targeting specific areas for improvement. The plan emphasizes the need for a more dynamic, mixed-use environment that appeals to a broader range of people, including residents, students, businesses, employees, and tourists.

According to the plan, “Downtown D.C. must evolve into a central business district that is more dynamic and more resilient than before.” This involves not only enhancing the physical infrastructure but also fostering a sense of community and safety, essential for attracting and retaining a diverse population.

Foundational Elements and Key Nodes

The five foundational elements identified in the plan include enhancing the attractiveness of Downtown D.C. for businesses, aggressively addressing safety concerns, improving housing opportunities, planning for multimodal transportation, and developing strategies for underperforming properties.

1. Business Attractiveness: The plan aims to make Downtown D.C. a prime location for starting and growing businesses. This includes expanding the toolkit for attracting businesses and enabling them to thrive.

2. Public Safety: Addressing safety concerns is paramount. The plan proposes both top-down and bottom-up approaches to public safety, aiming to create a secure environment for all.

3. Residential Growth: The plan highlights the need for housing conversions and new developments to build a more inclusive residential base. “We need to improve the ability for housing conversions and new developments to occur in Downtown D.C.,” the plan states.

4. Transportation Infrastructure: Improving the ease of travel to, from, and within Downtown D.C. is a key focus. This includes enhancing multimodal transportation options to make the area more accessible.

5. Strategic Execution: Effective implementation is critical. The plan calls for laying the groundwork for successful execution, including developing strategies for distressed and underutilized properties.

The five key nodes targeted for specific interventions are Farragut Square and McPherson Square, the Golden Triangle, Downtown East, Penn Quarter/Chinatown, and Penn West. Each node is identified as having unique potential to drive demand and create new value for the District.

A Community-Driven Process

The development of the Downtown Action Plan involved extensive research, analysis, and community engagement. Over six months, the project team engaged with a wide array of stakeholders, including residents, businesses, and experts. This engagement process was crucial in ensuring that the plan reflects the diverse needs and aspirations of the community.

“Beginning in June 2023, the Consultant Team launched a research and analysis process designed to evaluate current trends across a variety of economic and social indicators,” the plan notes. This comprehensive approach included workshops, public forums, and surveys, reaching over 6,000 participants.

The feedback collected during this process highlighted the community’s desire for a more dynamic and inclusive Downtown D.C. Common themes included the need for more green spaces, improved public safety, diverse housing options, and a robust retail and entertainment sector.

Current Challenges and Future Trajectory

Downtown D.C. faces significant challenges in the post-pandemic era. The area has experienced a decline in local fund revenues, high commercial vacancies, and a shift in work patterns that has reduced daytime foot traffic. The plan highlights the urgency of addressing these issues to prevent a further decline in investment, property values, and tax revenues.

The pandemic has exacerbated preexisting weaknesses in Downtown D.C.’s office and retail markets. The plan notes, “The office inventory is poorly positioned to serve the changing needs of tenants, as firms increasingly gravitate to newer and more technologically well-equipped spaces.”

High office vacancies and declining property values are major concerns. The plan projects that without intervention, Downtown D.C. could see a net loss of $12 billion in office assessed values and $193 million in annual local fund revenues over the next five to ten years.

Opportunities for Intervention

Despite these challenges, the Downtown Action Plan identifies several opportunities for positive intervention. These include improving public safety, accelerating housing development, enhancing retail and hospitality sectors, activating public spaces, and improving transportation infrastructure.

The plan calls for a significant investment of $401 million over the next five fiscal years, with an initial allocation of $39 million in FY 2025. These funds will be directed towards the foundational elements and key nodes to kickstart the transformation of Downtown D.C.

“Strategic investments in creating a stronger and more resilient urban center have the potential to propel a virtuous cycle of increased activity, commerce, and tax revenue,” the plan asserts. By leveraging public and private partnerships, the District can create a more attractive and competitive urban core.
