Doesn't Agile work?

I appreciate Volker Sameske's call Agile is Dead! for evidence whether Agile can be resurrected. Rather than getting into that, let's consider another related challenge:
Hasn't it been proven that Agile simple 'does not work'?
There is no definitive scientific proof that Agile methods have failed universally or that they "do not work." However, there are studies, case analyses, and critiques highlighting certain limitations, challenges, and instances where Agile methods did not yield the desired results. The effectiveness of Agile depends heavily on context, organizational culture, and implementation.
Key Insights from Research and Critiques
Studies have shown that many organizations struggle to adopt Agile effectively due to cultural resistance, lack of expertise, or misalignment with organizational goals.
A 2020 study published in the journal Information and Software Technology found that many Agile implementations fail to achieve intended benefits due to superficial adoption or "cargo cult Agile," where teams mimic practices without understanding their underlying principles.
2. Complexity in Large-Scale Organizations:
Scaling Agile methods to large, distributed teams or organizations can be challenging. Research (e.g., from the Journal of Systems and Software) highlights issues like miscommunication, inconsistencies in practice, and difficulties in coordinating across teams.
3. Misalignment with Certain Projects:

Agile is not always well-suited for projects requiring high levels of predictability, extensive upfront planning, or adherence to rigid regulatory frameworks (e.g., in some aerospace or pharmaceutical projects). A study in Project Management Journal suggested that Agile may underperform in such environments compared to traditional waterfall models.
4. Psychological and Social Factors:
A lack of psychological safety, poor team dynamics, or inadequate leadership can undermine Agile principles like collaboration and continuous improvement. Studies emphasize the importance of a supportive organizational culture for Agile success.
5. Failure to Deliver Promised Benefits:
Some organizations report that Agile methods did not significantly improve project outcomes, such as speed to market, customer satisfaction, or cost savings. A 2019 meta-analysis in Software Quality Journal revealed mixed results in these areas, often tied to how well Agile principles were understood and implemented.
Limitations in the Research
What Can Be Concluded?
Agile methods are not universally applicable or guaranteed to succeed, but they remain effective in many contexts when implemented with proper understanding and support. Failures are often attributable to poor execution, lack of organizational alignment, or mismatches between Agile principles and project needs, rather than inherent flaws in Agile itself.
