Do we assign cards to one another?

We are in a team and we move a card from the development, to test; do we assign that card?
I'll give you my opinion and my experience from working in high-performing teams.
No, we do not
The reason is more about culture than process. You want a culture where people offer to take work and when they're available. Not one where they are not overwhelmed by having work pushed at them. It's not good to have two developers push test cards on a tester all at the same time.
So what we would do is say it is ready for testing when you are ready, and the tester should pull that and take that assignment when ready. As a rule, you should not have cards assigned to you unless you're working on them. This reserves work and gives the impression that you're over-busy, when in fact some other might be idle.
Conclusion: the best practice is to have a pull system rather than a push system, and I'm basing that on high-performing teams. If you may have practices that are push, why don't you try pulling to see if it works?
