DL E&C: Representative Performance in Singapore

DL E&C: Representative Performance in Singapore

1.?The Tuas Terminal Port (TTP1) – The World’s Largest Port

The Tuas Terminal Port Project is the world's largest port in the making, to be completed by 2040. The new Tuas Port will be capable of handling 65 million TEUs (one 20-foot container) annually and will utilize next-generation port technologies, including unmanned, automated operating systems, to create the world's best smart mega port.

The port construction initially required the prefabrication and installation of 221 caissons (or concrete foundations), and each of these caissons is the size of a 12-story apartment building, weighing 15,000 tons. DL E&C manufactured each caisson on land with cutting-edge robotics for reinforcing the concrete with steel, pictured below.?

Each caisson was then individually transported to the sea using a floating dock and tugboats, and carefully installed with other special equipment for precision. The process required a total of 29 months, with the construction phase being completed 7 months earlier than the scheduled 36-month project duration.

The ecologically conscious design drastically minimized the use of construction materials. DL E&C used dredged soil from the seafloor instead, to the fullest extent, reducing the need for 6.4 million cubic meters of sand.

The Tuas Terminal Port won the PMI Singapore 8th Project of the Year Award (2021-2022) for excellence in project management, and the MaritimeSG Care Awards 2023 for safe operations during CoVID-19.

2.?Construction in Singapore and Public Transit Priorities

The URA Master Plan 2019: Construction Marketability

Singapore is quickly gaining renown for its contemporary urban architecture, emphasizing ecological sustainability and awareness. As an island nation, its particular approach to green construction is laudable for the innovative way they use space.

In order to match the needs of its growing population, there are opportunities in urban development, but they are restrictive in nature, as construction must be approved as according to Singapore’s Urban Redevelopment Authority (URA) Master Plan, with the most recent version established in 2019. Reviewed every five years, the Master Plan sets guidelines and details for broad, long-term development strategies for land and property.

The Land Transport Master Plan (LTMP) 2040: “20-Minute Towns and a 45-Minute City”

In the interest of improving quality of life for all Singaporeans, the LTMP 2040 vision is an ambitious plan to better connect the nation, in an environmentally-conscious effort to address problems such as traffic congestion and urban stress levels. The vision emphasizes how walking, cycling, or public transit should be convenient to access.

Put simply, the Plan addresses how the people should be able to access the nearest neighborhood center within 20 minutes, and in urban areas, be able to consistently commute to the workplace within 45 minutes or less, during peak traffic periods.

Singapore's subway routes have complicated twists and turns, due to the narrow landscape of the island nation. Traffic jams are frequent and construction projects must consider the limited working area available, constricted by existing ground-level roads. In addition, since the coastal geography is largely comprised of sandy clay and siltstone, drilling underground can have significant safety risks.

3.?The Thompson-East Coast Line

Thomson-East Coast Line is the sixth major line (indicated in brown in the diagram below), of the Singapore Metro system. The addition of the line will extend the rail system by 43 kilometers and create 31 new stations for accessibility.?

Last November, DL E&C successfully completed and opened the T222 Section, a tunnel 1.42 km in length, connecting the line to the Outram Park Transfer Station. This particular section required additional care in construction method, since the Outram Park Transfer Station is already connected to two existing routes in operation.

The construction of the undercrossing to the new section of the Outram Park MRT station and the 1.42 km tunnel along the Thomson-East Coast Line (TEL), required precision work, boring tunnels as close as 1.8 meters to the existing East-West Line (EWL). The tunneling work was completed with shielded Tunnel Boring Machines (TBM), pictured below. DL E&C engineers closely monitored the live EWL tunnels and successfully ensured the safety and continuation of train services without any interruption.?

Upon completion, the station became the third three-lane transit station in operation in Singapore. DL E&C's expertise in delivering on complex infrastructure projects has been noted, and in particular, the use of shielded TBM to safely construct the T222 tunnel won the Merit Award by TUCSS 2019.

4. The Jurong Region Line

DL E&C is currently constructing the Jurong Region Line, scheduled to be completed in December 2028. The project scope includes constructing the Jurong East JRL Station and associated viaducts, as well as addition and alteration (A&A) works to the existing station complex. The Jurong East MRT station will be the 4th interchange station with three lane-transit station in operation in Singapore.

DL E&C previous projects in Singapore include the completion of the Marina Coastal Expressway in 2014, which lead to winning subsequent consecutive contracts for the Thomson Line in 2014 and the Tuas Terminal Port in 2015. DL E&C plans on continuing its overseas business from oil refining and power plant construction to include civil engineering construction projects.
