DISA promotes from within and appoints newest Senior Executive Service member

The Defense Information Systems Agency appointed Tinisha McMillan to the Senior Executive Service Aug. 15 at DISA Headquarters in Fort George G. Meade, Maryland. ??

McMillan, whose federal service spans over 17 years within DISA and the Department of Defense, has been a change agent for the agency, from leading the deployment of the DOD Chief Information Officer’s Continuous Monitoring and Risk Scoring dashboard to building coalitions that resulted in significant cost savings to the department.??

In her previous role, as DISA Cyber Situational Awareness and Data Sharing division chief, she enhanced cyber information sharing across the department, oversaw and implemented Unified Cyber Situational Awareness and Cyber NetOps Architecture.?

Most recently, McMillan served as DISA’s Endpoint and Customer Service Directorate executive in an acting capacity prior to permanently assuming the executive role and being promoted to the Senior Executive Service.?

As Endpoint and Customer Service executive, McMillian is charged with overseeing the agency's enterprise end-user IT services, the Fourth Estate Network Optimization program and other classified programs. The directorate is one of three within DISA’s Operations and Infrastructure Center led by Don Means Jr., who praises McMillian’s leadership.?????

“Tinisha has a lot of skills that made her the right person to lead the Endpoint and Customer Service Directorate. Among them is her ability to form a team, get that team focused on the mission and work agency priorities. She is very practical, pragmatic and positive. She focuses on getting to ‘yes,’ and her zeal and energy are infectious,” says Means Jr.??

He continues, “her experience with acquisition, program management and her ability to build coalitions and partnerships are desperately needed to take our programs to the next level.”??

The Senior Executive Service was established by the Civil Service Reform Act in 1978 to ensure that the executive management of the United States government is responsive to the needs, policies and goals of the nation and is of the highest quality.?

Members of the SES are selected according to their leadership qualifications based on criteria established by the Office of Personnel Management which manages the overall Federal executive personnel system.
