DISA director outlines vision for a more unified network at TechNet Augusta

The Defense Information Systems Agency director and Joint Force Headquarters-Department of Defense Information Network commander outlined his vision for a more unified network within the United States Department of Defense yesterday during his keynote address at TechNet Augusta.

United States Air Force Lt. Gen. Robert J. Skinner underscored the importance of interoperability and collaboration among the services and agencies.?

"We are moving toward an enterprise warfighting environment where the 美国军队 , the US Navy , the Air Force, and all other services and agencies can communicate and collaborate seamlessly. This will allow us to maintain a continual state of positional advantage," Skinner said.

He explained DISA is focused on unifying disparate networks through a foundational approach that prioritizes data transport and infrastructure.

Several key initiatives support this vision, including:

  • Expanding network infrastructure: DISA is investing in expanding its network infrastructure to support the DOD’s growing demands. This includes upgrading existing infrastructure, investing in emerging technologies like artificial intelligence and machine learning, and expanding agnostic transport to support the Indo-Pacific region.
  • Modernizing legacy systems: DISA is working with industry to modernize legacy systems, such as replacing outdated TDM circuits with IP-based infrastructure, to improve efficiency and reduce costs.
  • Enhancing Identity, Credential and Access Management: Together with the DOD CIO team, DISA is implementing a federated ICAM system to enable seamless authentication and authorization, reduce reliance on tactical-level ICAM, and improve security.
  • Collaborating with partners: DISA is working closely with industry, allies and partners to develop a more unified network by sharing information, collaborating on research and development projects, and aligning on standards and best practices.

Beyond technology, Skinner emphasized one critical component vital to DISA achieving joint interoperability and unification – its people.

"While technology is important, it is our people who will ultimately make the difference," he said. "We need to invest in training and development, and we need to create a culture that fosters innovation and collaboration."

As the United States continues to face global challenges and threats, DISA's role in connecting and protecting warfighters will become increasingly important. By continuing to build a more unified network, DISA can help the department protect the nation.
