DISA Data Strategy

DISA has compiled a set of 8 guiding principles for DoD data.?They are published in the DISA Data Strategy Iplan v1.0:??https://disa.mil/-/media/Files/DISA/News/DISA-Data-Strategy-IPlan-Final-072022.ashx.

I'm working through all 8 principles, providing my perspective.


#4 - Data Collection

DoD must enable electronic collection of data at the point of creation and maintain the pedigree of that data at all times.

In today's data-centric world, the prompt electronic collection of data at its point of origin is imperative for the Department of Defense and other government entities to make informed decisions and remain effective. It's equally important to preserve the integrity of the data, as any inaccuracies introduced during the data lifecycle can result in costly ramifications.


Simply, electronic collection at the point of creation reduces the time and effort required to manually enter and transcribe data, leading to increased efficiency and accuracy. Essentially, the days of capturing citizen / war fighter data or any other data with pen and paper are gone.?The government has gone to great lengths to modernize IT process and infrastructure and electronic data collection represents the tip of that spear. This is especially important in DoD and many other government focus areas such as healthcare, critical infrastructure monitoring where data must be entered and processed in real-time.

Preserving the accuracy/pedigree of data guarantees its trustworthiness and dependability. Consider how this is especially crucial in the Department of Defense healthcare sector where data plays a crucial role in decision making. Incorrect data can result in severe consequences, such as misdiagnosis and improper treatment, highlighting the need for rigorous data management to avoid such errors and inaccuracies.

More and more, in today's digital age, data is shared and reused across multiple systems, applications, and divisions. It is therefore important to maintain the pedigree of data to ensure its consistency and accuracy as it moves from one system to another. This is achieved through the use of data intelligence and data lineage solutions which track the movement and transformation of data from its source to its final destination.

In conclusion, the Department of Defense must prioritize the implementation of electronic data collection at the point of origin as a critical step in their data lifecycle management journey. This is essential to remain a dominate force on the new data driven battlefield, make quality decisions, and avoid costly mistakes. By ensuring the integrity and reliability of data through effective data management practices, the DoD can gain a strategic advantage in its operations.
