The University of Illinois College of Medicine Peoria (UICOMP) is accepting applications for the position of Director of Technological Services (IT) to lead the oversee the campus’s IT Department and the overall campus technology infrastructure.

We are looking for a forward-thinking leader to provide long-term direction to support the educational and research goals of the campus. This position will manage a team of IT professionals with a focus on customer service and continuous improvement. The Director of Technological Services will also oversee the hiring, training and development of IT staff to support campus IT initiatives and make sure technology objectives are met.


Job Duties:

  • Oversee operations of the IT Department that provides technologies and services to the Peoria campus community.
  • Provide forward-looking vision, leadership, and long-range direction for the development and implementation of technology infrastructure and services in support of the campus's strategic goals and objectives.
  • Evaluate the operations of computing and information technology functions across the campus. Identify opportunities for cost-effective technology investments and recommend strategies to maximize efficiencies across all technology resources.
  • Strengthen collaboration across the campus to enhance communication, promote joint-decision making and planning, and facilitate opportunities for shared efficiencies.
  • Develop communication plans and strategies to engage and inform UICOMP departments and other key stakeholders of service offerings and provide timely updates on technology initiatives.
  • Provide a continuous commitment to improving client service and support while ensuring the UICOMP IT operations are attuned to student, faculty, and staff technology needs. Oversee client relationship management and establish/track performance metrics to ensure prompt and effective delivery of technology services.
  • Align Peoria IT services with UICOMP and departmental priorities and expectations. Monitor and report on the execution of IT projects to achieve these goals.
  • Establish and implement short-and long-term goals, objectives, policies, and operating procedures of central IT organization in support of computing and information technology operations.
  • Develop and maintain enterprise standards, guidelines, and service metrics to implement continuous improvement plans for Peoria Information Technology.
  • Lead a team of professionals with a focus on customer service and continuous improvement to ensure Peoria IT group objectives are met. Hire, train, develop, and manage staff required to support campus IT services and initiatives.
  • Identifies opportunities for the appropriate and cost-effective investment of financial resources in IT systems and resources, including staffing, sourcing, purchasing, and in-house development.
  • Assesses and communicate risks associated with IT investments.
  • Develops, manages, and controls the information technology annual operating and capital budgets including, but not limited to Instructional Technologies, Audio-Visual, Security Technologies, etc. Develops business case justifications and cost/benefit analyses for IT spending and initiatives
  • Supervises the management, tracking and processing of IT cost recovery.
  • Reviews hardware and software acquisition and maintenance contracts and pursues university master agreements to capitalize on economies of scale.
  • Leads the acquisition process, including negotiations with vendors, preparation of procurement documents, and verification that products and services received comply with contract terms; and, directs the installation, lifecycle maintenance, and disposal of IT hardware and software.
  • Approves purchase and travel requisitions, purchase orders, invoices, investigates vendor issues as needed.
  • Oversees the reconciliation and management of billing documentations, and ensure documentation of POs and P-card transactions for the department staff.
  • Collaborates with billing manager to ensure expenditures are billed back to correct department/project for cost recovery.
  • Ensures monthly and annual reconciliation process to maintain operational budget.
  • Perform other related duties and participate in special projects as assigned as appropriate for the Regional Dean and Executive Director of Fiscal Affairs.


Minimum Qualifications

  • A minimum of a Masters degree in computer science, information systems, business administration, engineering, or related field from an accredited institution of higher education.
  • A minimum of five years of technology experience with preference to experience in medical and/or academic settings.

Preferred Qualifications

  • Ability to direct the campus’s IT organization and operational functions with a track record of success in managing complex projects and processes.
  • Demonstrated experience in managing technical operations involving cross functional initiatives. Ability to leverage institutional knowledge to coordinate support and momentum on local initiatives.
  • Relevant knowledge of emerging technologies, trends, methodologies, and resource management principles.
  • Proven success offering solutions, taking ownership of activities, and creating systems and processes that support broader organizational goals and objectives.
  • Demonstrated ability to understand the structure, operations, strategic objectives, regulatory issues, and cultural environment of academic institutions.
  • Exceptional customer relationship skills, consensus building skills, and ability to establish effective working relationships in a diverse environment. Entrepreneurial mindset with ability to design and develop concepts, programs and innovations.
  • A demonstrated ability to lead, motivate, and develop staff at various levels in the organization.
  • Other requirements include: experience influencing senior-level management and key stakeholders; experience managing operations and infrastructure; excellent written and oral communication skills; the ability to bridge technology/business divides establish rapport and persuade others; extensive knowledge of infrastructure planning and operations; and strong record of managing challenging situations with changing priorities.

UICOMP is a regional campus of the University of Illinois College of Medicine at Chicago, which is among the largest and most diverse public medical schools in the country.

Peoria offers a wide variety of activities including minor league baseball and hockey teams, the largest park district in Illinois, and dozens of miles of walking/biking paths. In addition, the area is home to a vibrant arts and music scene including two symphony orchestras, a large civic arena with national touring Broadway musicals and concerts.
