AI’S POWER SHIFT: OPEN-SOURCE DISRUPTION, COMPUTE WARS, AND EUROPE’S AI STRATEGY
The AI Battleground Has Shifted?
Artificial intelligence is no longer just about intelligence—it’s about who controls infrastructure, compute power, and access to next-generation AI models.
In this issue, we’ll explore:
·?????? The AI Arms Race: DeepSeek and the Global Shift in AI Power
·?????? The AI Infrastructure Power Struggle: Compute Wars and Cloud Dominance
·?????? Europe’s AI Countermove: CERN for AI and the Quest for Sovereignty
THE AI ARMS RACE: DEEPSEEK AND THE GLOBAL SHIFT IN AI POWER?
DeepSeek’s emergence represents a significant milestone in AI’s open-source evolution, signalling a shift from centralised tech giants to distributed AI development.
Key Trends Shaping AI Competition:
a)???? DeepSeek’s Breakthroughs:
b)???? AI Power No Longer Resides Only in the West:
What This Implies for Enterprises:
Key Insight: DeepSeek is more than an AI model—it signifies a shift towards decentralisation in AI leadership. This shift creates opportunities for innovation but also introduces governance risks and challenges.
THE AI INFRASTRUCTURE POWER STRUGGLE: COMPUTE WARS AND CLOUD DOMINANCE
The AI battle is not just about models; increasingly, organisations need to consider who possesses the infrastructure required to train and deploy them.?
The New Compute Reality:
a)???? NVIDIA’s GPU Monopoly Faces New Challenges
领英推荐
b)???? Hyperscalers as AI Gatekeepers
Strategic Considerations:
·?????? Governments should reassess AI sovereignty; a limited number of cloud providers should not monopolise the deployment of AI models.
·?????? Enterprises must future-proof their AI strategies by utilising a blend of on-premises, cloud, and decentralised AI models.?
Key Insight: The future of AI may be influenced more by the organisations that wield control over computing than by those who simply create the most intelligent models.
EUROPE’S AI COUNTERMOVE: CERN FOR AI & THE QUEST FOR SOVEREIGNTY
As the USA and China lead AI innovation, Europe must either remain dependent or strive for AI independence. CERN for AI proposes a public supercomputing initiative for artificial intelligence, taking inspiration from CERN’s achievements in physics research.
What CERN for AI Could Deliver:
·?????? A European AI supercomputing infrastructure decreasing dependence on hyperscalers.
·?????? Investment in AI safety and regulations that reflect European values.
·?????? A centralised research hub designed to attract top AI talent to Europe.
Challenges to Overcome: Significant funding requirements (€30-35 billion over three years, akin to global AI supercomputing projects). Coordination among EU nations is essential to align AI priorities and effectively compete with private-sector AI investments from the USA, the UK, and China.
Key Insight: If Europe aspires to lead in AI, it must commit to substantial investment—not just regulation. CERN for AI could symbolise Europe’s moonshot moment.
FINAL THOUGHTS: AI’S POWER STRUCTURES ARE SHIFTING
AI is no longer merely a technological race; it has evolved into a geopolitical and infrastructural conflict. Open-source models like DeepSeek are revolutionising access to AI, yet cloud and computing power continue to present significant bottlenecks. CERN for AI could allow Europe to regain its competitiveness in the field, but substantial investments are required.

2 周Tony Moroney "The future of AI may be influenced more by the organisations that wield control over computing than by those who simply create the most intelligent models". I think organizations who will be able to ensure the integrity of their data will eventually go ahead, particularly in context-rich domains like Financial Services, Healthcare etc. Also, the citizen developers will also benefit while computing and models keep progressing. Thoughts?

3 周Hey Tony! This is such a timely and insightful topic – thanks for sharing your thoughts. The rapid evolution of AI is incredibly exciting, yet can feel overwhelming. In your view, how can small businesses begin to leverage generative AI without breaking the bank?
Tony, it would be good to draw parallel with some existing structures- look at ESG- plurality of standards and regional variations vs AI; similarly, most national regulators have placed data restrictions thereby forcing hyperscalers to establish federated data centres. While many felt SLMs are the way to go, deep seek has shown that you can work on Quantisation and Inference time computing to get more profound results. While it is heartening to see progress on quantum computing, people are going to see how the existing compute could be stretched...good challenges to have
