The Revising Existing Procedures On Reporting via Technology Act (or the REPORT Act), signed into law by President Biden on May 7, 2024, makes statutory changes related to the reporting of crimes involving the online sexual exploitation of children, increases penalties for non-compliant providers, and limits liability for vendors and for self-reporting. On Thursday, May 9, advocates for child online safety legislation celebrated Maryland Governor Wes Moore signing the Kids Code into law, despite lobbying from big tech trade groups. The Maryland Age Appropriate Design Code, or the Kids Code, requires online service providers to complete a data protection impact assessment (DPIA) if their products are “reasonably likely” to be accessed by children, implement monitoring practices for guardians, and prohibit certain data collection practices that might be harmful to children.

A report by Stanford researchers cautions that the National Center for Missing and Exploited Children doesn’t have the resources to help fight the new epidemic. The National Center for Missing and Exploited Children is on the front lines of a new battle against sexually exploitative images created with A.I., an emerging area of crime still being delineated by lawmakers and law enforcement. The center is arguing for legislation to increase its funding and to give it access to more technology.
