Digital COVID Certificate @Airport?

Last issued Airports Council International (Europe) - ACI EUROPE: Overview | LinkedIn survey on 81 airports across 16 countries confirms very high adoption of covid-test + Passengers Locator Form validation, to which we need to add the 2 x Passenger declaration forms (one for the airline at departure and one for the border security in arrival).
Politicians rushed to announce the #eucommission #digitalgreencertificate (renamed Digital COVID Certificate) can be adopted by July1st, but the reality is that situation is far to be clear and solution far from being ready at airports.

DCC indicates and documents the guideline for developing DCC by the Member States, but Members States are not indicating who is developing it, how/where/when...
Are airlines going to embed it in the RES and DCS? which ones? by when?
In the mean time self-service is disabled for all passengers due to those needed paper duties and manual checks, we've gone back 20 years in passenger processing.
Who is in charge to validate that what reported in the DCC is not only valid but compliant with the travel being started (accepted by destination country)? when? automatically or manually? at what point of the process? at what passenger touchpoint at the airport? by which application and which device?
Today at 28th May we are still in front of a mixed salad of covid tests, vaccination certificates, pass-schemes, Pax Locator Forms (PLF), pax declarations and now DCC, in various flavours of paper and digital, which the ingredients varying by airport, airline, by origin country and destination country.
Anybody fancy to cross an airport this summer in these conditions?
I believe International Air Transport Association (IATA), Airports Council International (Europe) - ACI EUROPE and the other relevant industry bodies should urgently sponsor a joint and deeper review of the whole passenger processing end-to-end trying to remove any ambiguity, identify the must-do, the must-have, what helps and what obstacles, to then leverage the national Associations and voice back to the National Authorities as to obtain the needed formal approvals to proceed.
