Azure Site Recovery is a DRaaS i.e. Disaster Recovery as a service which provide protection and DR Solution for your Workloads running On premise or any other cloud. You can configure Disaster recovery for your existing Infra, can perform test failover without impacting the production. If needed you can perform migration to Azure.

Azure Migrate:- Its a combined solution which can do Assessment and migration both for your existing infrastructure, but it is not a DR solution.
