The DICT is the primary government entity spearheading the advancement of the national ICT development agenda.
The House Committee on ICT has approved the substitute bill on the E-governance bills on 15 February 2023. The bill is set to be deliberated by the House Committee on Appropriations on 22 February 2023 and will be endorsed to the Plenary for Second Reading.
The substitute bill is a consolidation of?the “E-Governance Act” (House Bill No. 003) filed by Rep. Ferdinand Martin G. Romualdez, Rep. Yedda Marie K. Romualdez, Rep. Ferdinand Alexander A. Marcos, and Rep. Jude A. Acidre, and the “E-Government Act” (House Bill No. 277) filed by Rep. LRay Villafuerte, Rep. Miguel Luis R. Villafuerte, Rep. Tsuyoshi Anthony G. Horibata, and Rep. Nicholas C. Enciso VIII.
The substitute bill aims to promote the use of ICT in transforming government processes, operations and service delivery into a more citizen-centric, inter-connected and transparent governance. Once enacted, it will cover all executive, legislative, and judicial offices, including local government units (LGUs), state universities and colleges, government-owned or controlled corporations and other instrumentalities, whether located in the Philippines or abroad.
The Department of Information and Communications Technology (DICT) will be the primary implementing body and principal administrator of the Act and shall establish a government-wide Project Management Office, which shall cater to and address the portfolio, program, and project management needs of government agencies.

The DICT shall also reorganize and restructure its ICT Literacy and Competency Development Bureau (ILCDB) to establish and develop rules and policies for the operations of an ICT Academy. The bill will also establish the Philippine Infostructure Management Corporation (PIMC) which shall manage the ICT assets of the government.
“We support the consolidation of the bills on E-governance and we look forward to a positive outcome. The E-governance bill will be a foundation for a 24/7 government that is citizen-centric and efficient – one of our priorities as public servants,” DICT Secretary Ivan John E. Uy asserted.
