Unveiling the Diary of a Change Agent: Empowering Iraq's Future!

As a contractor living within the compound of the United States Embassy in the Green Zone of Baghdad, Iraq, from 2005 to 2006, my daily experiences were a mix of security protocols, camaraderie, and a constant reminder of the tumultuous environment surrounding us.

Security Measures and the Reminder of Danger

Every day began with a series of security measures. We had to pass through multiple checkpoints, each operated by armed guards, as we made our way from the outer perimeter toward the heart of the compound. The towering concrete blast walls that lined our route served as a stark reminder of the dangers lurking just beyond them.

Modest Living Quarters: Finding Normalcy Amidst Chaos

Inside the compound, our living quarters consisted of prefabricated buildings and trailers. For me, it was a two (2) person trailer, surrounded by sandbags on the exterior to protect from the shrapnel of potential attacks. Despite the fortifications, these accommodations were still relatively modest, lacking the luxuries of home. Yet, they provided a respite from the chaos of the outside world and offered a sense of normalcy amidst the turmoil.

Amidst the challenges and danger of living in a war zone, a surprising contrast could be found within the compound. The presence of palm trees and beautiful fauna scattered throughout the premises would have you believe that you were in a tropical resort rather than a place of conflict. The lush greenery provided a refreshing sight and a brief escape from the harsh realities beyond the compound walls.

The buildings and trailers were designed with functionality in mind, making the most of the limited space available. Despite their simplicity, they were equipped with basic amenities like electricity and running water, essential for everyday living. These simple comforts were greatly appreciated amidst the challenging environment outside our secure walls.


Living in such close quarters with my fellow contractors and colleagues brought us closer together, forging strong bonds of camaraderie. We became like a close-knit family, supporting and relying on each other during the trying times. The sandbags surrounding our living spaces were a stark reminder of the dangers we faced. Still, they also served as a symbol of the protective shield that united us as we navigated the uncertainties of life in a war-torn country.

As the day ended and we retreated to our modest living quarters, we found solace in the familiarity of our small sanctuary. The sound of distant gunfire and the occasional thud of explosions were temporarily muted within the compound, offering a brief respite from the reality of the conflict just beyond our walls. In these moments, we gathered our strength, ready to face each new day with determination and hope, knowing that we were in this together. The oasis of tranquility within the compound provided a reminder that amidst the chaos of war, moments of solace and camaraderie were still possible, and they were cherished all the more for their rarity.

Services and Amenities: Nourishment and Normalcy

The compound offered various services and amenities to meet our daily needs. Dining facilities provided meals that, while not gourmet, were nourishing and reliable. Recreation centers and gymnasiums provided spaces for relaxation and exercise. We even had access to a small shop stocked with essentials, offering a semblance of normalcy amidst the chaos outside.

The Constant Awareness of Danger

Yet, even within the Green Zone's fortified walls, the conflict's reality was never far from our thoughts. We lived constantly aware of the danger that lay beyond our sanctuary. The occasional sound of distant gunfire or the muffled thud of an explosion reminded us that our safety was not guaranteed, and we remained vigilant at all times.

Breaching Defenses: Moments of Fear and Seeking Shelter

Despite the relative security of the compound, we were not wholly immune to the violence that plagued Iraq during those years. Occasionally, mortar rounds or rockets breached our defenses, shattering the illusion of invulnerability. Fear gripped our hearts in those moments, and we sought shelter, praying for safety and a swift end to the chaos.

Living in a Microcosm: Stability and Camaraderie in a War-Torn Country

Living within the compound of the United States Embassy in the Green Zone of Baghdad was a unique and challenging experience. It was a microcosm of life in a war-torn country, offering a semblance of stability and camaraderie amidst the ever-present threat of violence. We were grateful for the relative safety it provided. Still, we longed for the day when peace would return to Iraq, and we could leave behind the confines of the Green Zone, forever etched in our memories. As the siren pierced through the air, its shrill wail signaling yet another rocket attack on the United States Embassy Compound, a rush of adrenaline surged through my veins. The fear that had become all too familiar clenched my heart. Still, alongside it, a resolute determination to complete the mission at hand took hold.

Fear and Determination in the Face of Danger

Without hesitation, I joined fellow contractors, diplomats, and military personnel racing toward the nearest bunker. The urgency in our steps mirrored the gravity of the situation. Usually bustling with activity, the compound transformed into a frenzy of people seeking shelter, their faces etched with concern and anticipation.

As we sprinted through the compound, the air crackled with tension. Each step felt heavy, burdened by the weight of uncertainty. The sound of explosions reverberated through the air, growing closer with each passing moment. The fear was palpable, a constant companion as we approached safety.

The distant thuds of rockets landing nearby sent shockwaves through our bodies. The ground trembled beneath our feet, a stark reminder of the destructive power surrounding us. With every detonation, my heart skipped a beat, and my breath caught in my throat. Each explosion reminded us of the fragility of our existence and the ever-present danger we faced.

Huddling Together in the Bunker

In the confined space of the bunker, we huddled together, a united front against the chaos outside. The air was thick with tension, filled with collective prayers and silent pleas for safety. Time seemed to stretch; the minutes dragged on as we anxiously awaited the signal indicating the danger had passed.

Then, amidst the cacophony of explosions, came a moment of clarity—a distant voice announcing the all-clear signal. Relief washed over us, mingled with a cautious sense of hope. The worst was seemingly over, and we dared to breathe again.

Resilience and Renewed Purpose

Stepping out of the bunker, the world appeared different, even if only temporarily. The air felt lighter, and a renewed sense of purpose infused our steps. We emerged from the shelter with a resilient spirit, ready to continue our mission, undeterred by the perilous circumstances surrounding us.

Embracing Challenges and Persevering

While the fear still lingered in our minds, the determination to persevere propelled us forward. We understood that in the face of adversity, our resolve grew stronger. We embraced the challenges, knowing that our work was vital and that our presence in the embassy compound held significance.

Yet, with each passing day, we faced the fear head-on, refusing to be paralyzed by it. The all-clear signal may have marked a brief respite, but it also served as a reminder that our mission was far from over and that we would press on, undeterred, to accomplish what we had set out to achieve.

The Purpose and Structure of COMSEC

During my time as a contractor at the US Embassy in Baghdad, one of our significant missions was establishing change management teams at the Iraqi Council of Minister's Secretariat (COMSEC). This endeavor aimed to support the Iraqi government's decision-making process, streamline operations, and promote stability in the country.

COMSEC held a crucial role within the Iraqi government as the administrative arm of the Council of Ministers. Its primary purpose was facilitating communication and coordination among various government ministries, ensuring effective policy formulation and implementation. At the helm of COMSEC was the Secretary-General, responsible for overseeing the day-to-day functioning of the Secretariat, while several departments and directorates focused on specific areas of responsibility.

The Mission and Significance of Change Management Teams

Our mission was to establish change management teams within COMSEC to enhance the institution's ability to address complex issues and adapt to a post-conflict environment. These teams played a vital role in identifying areas for improvement, assessing the impact of proposed changes, and ensuring the smooth implementation of new policies.

At COMSEC, the structure was characterized by each Directorate being managed by a Director General (DG). Each DG held significant authority, centralizing power in their respective offices. However, this centralized decision-making approach proved ineffective in carrying out the day-to-day work of the Directorate. It hindered the overall efficiency of the organization.

The decision-making process was often slow and cumbersome, with authority vested primarily in the DGs. As a result, essential matters were delayed, and necessary actions faced bureaucratic obstacles. The lack of decentralized decision-making hindered timely responses to emerging challenges. It hindered the ability to adapt to the dynamic environment.

Furthermore, the absence of clear policies and procedures governing the work within the directorates contributed to confusion and inconsistency in implementing various initiatives. Without standardized guidelines, each DG's approach differed, leading to discrepancies in processes and outcomes. The absence of well-defined policies also left room for ambiguity and potential misunderstandings among staff.

While intended to provide a unified approach, this top-down management style inadvertently stifled innovation and creativity among lower-level staff. Employees hesitated to take the initiative or propose new ideas, as decisions were perceived to rest solely with the DGs. The lack of a collaborative decision-making culture limited the potential for improvement and progress within the Secretariat.

Moreover, the heavy reliance on the DGs for all decisions placed a significant burden on their shoulders, often resulting in overwhelming workloads and potential burnout. As they were involved in all aspects of the Directorate's operations, their ability to effectively manage and guide teams was hampered.

Addressing these challenges and enhancing the functionality of the Secretariat required a shift towards a more decentralized and collaborative approach. Introducing clearly defined policies and procedures applicable to all directorates would create consistency and clarity in the day-to-day work. Empowering lower-level staff with decision-making authority within their areas of expertise would distribute the workload more evenly and stimulate a culture of proactive problem-solving and innovation.

Convincing the Director Generals (DGs) to relinquish their centralized authority and delegate decision-making to middle managers proved a formidable challenge. The DGs were accustomed to their traditional top-down approach, and the idea of sharing power and responsibility was met with resistance. Fear of losing control and concerns about potential disruptions in their operations led to hesitancy in embracing change.

However, as the project unfolded, we focused on building trust and establishing solid relationships with the DGs. We engaged in open and transparent communication, discussing the benefits of a more decentralized approach and its potential positive impact on the functioning of their organizations. Slowly but steadily, the DGs began to see the value in empowering middle managers and leveraging their expertise.

The relationships forged at the beginning of the project were instrumental in winning the day and convincing the DGs that this transformation was the best course of action. They understood that nurturing a culture of collaboration and trust could lead to more efficient decision-making, increased innovation, and improved overall performance within their directorates.

A significant capacity-building and training program was developed to facilitate this transition. We worked closely with the DGs and middle managers, providing tailored training sessions on leadership skills, conflict resolution, and effective communication. Through workshops and seminars, we aimed to equip leaders with the tools to lead their teams and effectively promote a collaborative working environment.

Moreover, we emphasized the importance of setting clear policies and procedures that would serve as guiding principles for the entire Secretariat. The training, policies, and procedures established a sense of consistency and standardization in their operations while allowing room for flexibility and adaptability.

As the capacity-building program progressed, the DGs began to witness the positive effects of decentralizing authority. Middle managers demonstrated their capabilities by taking ownership of their areas of responsibility and presenting innovative ideas to improve processes and outcomes. The DGs recognized that empowering their teams lightened their individual workloads and fostered a more dynamic and engaged workforce.

Ultimately, the project's success hinged on the collaborative efforts and the trust built between all parties involved. The DGs' willingness to embrace change and support capacity-building initiatives paved the way for a more inclusive decision-making process and a more efficient Council of Minister's Secretariat. As relationships strengthened and communication improved, the organization saw the transformative power of shared responsibility, setting a course for continued growth and progress.

During our mission, we focused on developing a framework that emphasized collaboration and encouraged the involvement of all staff members in the decision-making process. This approach aimed to foster a more inclusive and efficient working environment where each team member's expertise and insights were valued. By promoting shared responsibility and encouraging open communication, we aspired to streamline operations, enhance productivity, and ultimately contribute to the Secretariat's effectiveness in supporting the Iraqi Council of Ministers' endeavors.

The change management teams comprised professionals with diverse expertise, including public administration, finance, and project management. Their collaborative efforts enabled COMSEC to navigate challenges effectively and provide comprehensive solutions to issues arising within the government.

Collaborative Efforts and Capacity Building

Working closely with our Iraqi counterparts, we prioritized capacity building to empower local staff and foster sustainable change within their institutions. Through workshops, training sessions, and knowledge-sharing initiatives, we aimed to create an environment of learning and growth, enabling Iraqi professionals to drive positive change from within.

Challenges and Rewards

Undertaking this mission came with its fair share of challenges. Security concerns were ever-present, and navigating cultural differences required tact and sensitivity. However, our team's dedication and commitment to contributing to Iraq's future remained unwavering, motivating us to overcome obstacles and forge ahead.

The progress made by COMSEC in adopting more efficient processes and becoming better equipped to fulfill its purpose was exceptionally rewarding. Seeing the impact of our efforts on Iraq's path toward stability, democracy, and self-governance reinforced the significance of our mission in the Green Zone.

A Role in Shaping Iraq's Future

As contractors in Baghdad, we were acutely aware of the broader context of our mission. Our involvement with COMSEC represented a crucial part of a larger effort to support Iraq's transition toward a more stable and prosperous future. Despite the challenging and unpredictable circumstances surrounding us, we were determined to positively impact and contribute to a better Iraq.
