The most common and simple definition of DevOps is that it promotes communication and collaboration between Dev, QA and IT Ops (https://en.wikipedia.org/wiki/DevOps). We are over-simplifying things here. DevOps is just not limited to IT only, it is not an IT initiative but a "business initiative".
