Developing a new state aid scheme for energy storage capacities from renewable sources

The Romanian Ministry of Energy has launched a public consultation on a new state aid scheme to support investments in electricity storage capacities, funded through the Modernization Fund. This initiative aims to encourage investments in batteries for storing energy from renewable sources, contributing to the creation of a competitive market.

The new scheme focuses on developing individual storage units that absorb energy when prices are low and inject it back into the grid when prices are high. The total budget is 150 million euros, with implementation until December 31, 2029, and payments until December 31, 2030. At least 8 beneficiaries will be selected through a competitive bidding process.

State aid can cover up to 100% of eligible costs, with a cap of 10 million euros per enterprise and 100,000 euros/MWh of installed storage. Eligible costs include investments in the necessary equipment for storage installations, excluding operating costs. Beneficiaries will not be able to receive other public funding for the same expenses. Each enterprise can submit applications for one or more projects, up to a limit of 10 million euros per project.
