This is especially true for law enforcement agencies, which face unique challenges in leadership development. Having spent nearly four decades in law enforcement, I’ve seen the impact that strong, proactive leadership—or the lack thereof—can have on an organization, its people, and the community it serves.??

Why is developing law enforcement leaders so crucial for the future of every agency? With a clear path forward, organizations step toward excellence and begin to rebuild the trusted reputation of our profession.?

Where Leadership Development Often Fails?

Law enforcement is, by nature, a reactive profession. Officers are trained to respond to emergencies, adapt to rapidly changing situations, and make decisions under pressure. Unfortunately, this reactive mindset often bleeds into leadership development.??

Agencies send leaders to world-class training programs like the FBI Academy, Northwestern, or other leadership courses. While these programs are excellent, the problem arises when leaders return to their organizations. Too often, they are thrust back into the daily grind of putting out fires and responding to immediate needs, leaving little to no time to implement the leadership principles they’ve learned.??

The result? Leadership development becomes an individual benefit rather than an organizational asset. The knowledge and skills gained in training fail to be effectively applied or translated into long-term growth for the agency.??

Many agencies miss the mark here—not because they don’t value leadership development but because they fail to create a proactive, intentional system for developing leaders from within.??

When internal candidates aren’t prepared or considered for promotions, it sends a message to the team that the organization doesn’t invest in its people. This can lead to lower morale, higher turnover, and recruitment challenges.??

Leadership training isn’t just for the individual who attends the course. Create a plan for implementing that training at the organizational level. Share insights, introduce new frameworks, and ensure the knowledge benefits the entire team.??
