Detailed analysis of the "Rules for Participation" Horizon Europe

The European Commission published the proposal for the next research and innovation programme "Horizon Europe" on 07. June 2018 including the "Rules for Participation" (RfP).This key document lays down who will be able to do projects, the funding of costs, laying down the evaluation procedure and how successfully proposals will be selected, the funding instruments which will be used, the participation of third country organisations, rules about the management of intellectual property rights, the open access rules and so on.
To show what the differences to the situation today might be, we compared, analysed and commented the RfP of "Horizon Europe" with those of "Horizon 2020", the current EU Framework Programme per article.
Very interesting are the proposed rules concerning the new missions, synergies, the participation criteria, the evaluation and ranking, the widened Open Access approach, the suspension and termination of actions and audits which opens the possiblity of system audits on beneficary level.
