The NYC Department of Design and Construction needs new, modern ways to deliver capital projects faster and more efficiently. With capital commitments of $2.2 billion in each of the last two fiscal years, DDC’s capital portfolio has increased by over 250% in the last decade. The most widely used method of project delivery, Design-Build brings designers and contractors together as a team at the beginning of the process under one contract. Design-Build is already in use everywhere in the country, including by New York City for a handful of large projects as authorized by the State legislature, and is a major component of the Mayor and Governor’s plan to transform and fund the MTA.

HOW DESIGN-BUILD WOULD HELP DDC DELIVER FOR NEW YORK CITY
NYPD PROPERTY CLERK STORAGE AND OPERATIONS
NYPD is funding a new secure facility to consolidate and upgrade its five existing property clerk offices. The project cost is currently $424 million. Using Design-Build, the City could save $25.4 million and complete the project 18 months sooner.

FDNY is replacing a firehouse in Rockaway Park, Queens that is over 100 years old. The project cost is currently $22 million. Using Design-Build, the City could save $1.32 million and complete the project 18 months sooner. Two upcoming projects show the advantages of granting Design-Build authority to DDC.
DESIGN-BUILD IN ACTION
Phase 1 of the new Kosciuszko Bridge in New York City was completed on time and on budget by the NYS Department of Transportation using Design-Build. The Citizens Budget Commission says that Design-Build reduced costs in the first phase of the State’s Accelerated Bridge Program by 27 percent versus traditional Design-Bid-Build.
