Why is the public demand for CBI Investigation in Sushanth Singh Rajputs (alleged to be a suicide case) not granted?

However, the CBI can come into force solely when the State government expresses their consent after which the

Central Government extends the power. The Supreme Court/ High Court should order the agency to carry on the investigation.
