The Delhi Liquor Policy, introduced in November, 2021 by the AAP government under the leadership of Chief Minister Arvind Kejriwal, aimed to modernise alcohol sales in the city. The policy brought significant changes to the liquor retail sector, aiming to boost revenue and enhance consumer experience.? One of the significant reforms under the policy was the privatisation of liquor sales. Private liquor shops replaced government-owned liquor stores, marking a departure from the traditional model. This allowed private enterprises to enter the sector and operate liquor shops, introducing competition and innovation. The policy also introduced measures to make liquor more accessible and convenient for consumers. It permitted discounts on Maximum Retail Price (MRP) at liquor shops to attract customers.

Additionally, home delivery of liquor was allowed, providing consumers with the convenience of ordering alcohol from the comfort of their homes. Furthermore, operating hours for liquor shops were extended until 3 AM, providing extended hours for sales. However, the policy received mixed reviews. While some praised its progressive approach towards modernising the liquor retail sector, others raised concerns about its potential financial and public health implications. Critics argued that the privatisation of liquor sales could lead to increased alcohol consumption and associated social problems.
The policy controversy escalated when allegations of corruption and procedural irregularities emerged. Delhi's Chief Secretary reported violations in the policy to the Lieutenant Governor, recommending a probe by the Central Bureau of Investigation (CBI). The Enforcement Directorate (ED) alleged that the policy was designed with loopholes to favour AAP leaders and promote cartel formations. They accused AAP leaders of receiving kickbacks from liquor businesses in exchange for preferential treatment.

In July 2022, Delhi's Chief Secretary Naresh Kumar reported violations in the policy to Lieutenant Governor (LG) Vinai Kumar Saxena, who recommended a probe by the Central Bureau of Investigation (CBI). The ED alleged the policy was designed with loopholes to favour AAP leaders and promote cartel formations. It accused AAP leaders of receiving kickbacks from liquor businesses in exchange for preferential treatment, such as discounts, license fee waivers, and relief during the COVID-19 pandemic disruptions.

Now If one is greedy that he must have money , but no money exist. as per report. Only it shares the practice as buisness. Another case to gauge , If one looses attention among society than the governing bodies shares to opt/give an alternative place to posses. So, if the person ask the previous place to posses after loosing position , the present person cant share interest to leave his position. Its job. This act clear brings greedy for positions, greedy for promotions. Its common in Industry as well. where no guidelines exist however decline of profit is true in front of table of managements. Consequences Hipocracy in society to navigate before some solution comes which attract attention for media discussion and dispute to settle.
