'Defining the problem does not address it'

That was the title of a report in Monday's JEP - 13.02.23.

A FORMER housing minister has said that defining homelessness will not address the issue.

Housing Minister David Warr published his definition in October - breaking it down into four categories - with the aim of understanding the true scale of the problem.

But Deputy Sam Mezec - who served in the ministerial role from 2018 to 2020 - Calle the definition an 'exercise in bureaucracy'.

The Minister's definition - The four core areas:

  1. Rooflessness: Without shelter of any kind, described by many as 'sleeping rough'.
  2. Houselessness: With a place to sleep but temporarily in institutions or shelters.
  3. Living in insecure housing: Threatened with exclusion because of insecure tenancies, eviction or domestic violence.
  4. Living in inadequate housing: Living in caravans or illegal campsites, in unfit housing or in extreme overcrowding.
