While I agree that the strategy is top down, I've had a lot of success by enrolling the team is brainstorming, evaluating and prioritizing the milestones, initiatives and metrics. They become invested in both the process and the outcome. It also quickly surfaces mis-alignment. Focus is crucial to success. I think the goals should be minimal (no more than 5), measurable (no more than 4-6 metrics) and visible - so much so that we see them and refer to them every week.
