Defence Infrastructure Organisation – Asset and Facilities Management Services for the UK Defence Built Estate
Starting strong: we supported a new joint venture win two key regional contracts on a highly sensitive defence project that has a core value of £1.2bn, and billable works in the region of £3.4bn (over seven years).
Background
Our client was a new defence services organisation, formed as a joint venture between an established international public services provider and a multinational utility provider. Both parent companies are sector leaders with an established national and international presence, however, the future of the newly formed joint venture rested on this bid.
This joint venture was created to combine the established expertise of these industry-leading companies to bid for the Defence Infrastructures Organisation (DIO) contract to provide asset and facilities management services for the UK Defence Built Estate. As part of the Future Defence Infrastructure Services (FDIS) programme, these contracts aimed to support the UK's defence capabilities by maintaining its built estate of more than 200 sites and 19,000 buildings. The service focused on Hard/Soft facilities management with planned and reactive maintenance leveraging advanced technology to develop a smart estate.
How did Kittle Group support?
As a new joint venture, our client required a collaborative approach to help them present a clear, unified, and compelling voice. Kittle Group provided a team of three bid writers who worked together for five months to prepare this complex, sensitive, and highly strategic bid. As a joint venture, Subject Matter Experts (SMEs) and bidding professional were provided by both companies. Our team co-located to the client’s project office in London to provide an active, collaborative presence on-site (which helped embed a ‘single team’ dynamic and improved cohesion).

Another key factor was the nature of the bid itself. As the contract related to maintaining the UK's Defence Built Estate, it would inevitably contain highly confidential information relating to the layout of these estates, how access is managed, and information on in-built security measures. Our client, therefore, required a bidding partner with not only the right skills to create a successful bid, but needed a firm with a strong reputation for managing this kind of data safely and discreetly.
Success
Our client was successful in winning two of the four Lots available (the maximum number a single contractor was able to hold). This still represents their largest-ever contract win to date and one of the largest for their parent companies.
Our work in helping our client secure this prestigious contract demonstrates the quality of our team, and our expertise in handling sensitive information that has the potential to impact national security safely and discreetly. Additionally, the client went on to use the material developed as the foundation for their next successful bid for the Housing Maintenance portion of the FDIS programme (covering 20,000 buildings, 27,000 military family homes, and 11m square meters of space).
