A decisive December in DRR

As 2023 comes to a close, we digest?the COP28 outcomes and bid a fond farewell to Mami Mizutori as she completes her term as the Special Representative of the Secretary-General for Disaster Risk Reduction. ?

A look back at COP28

The 28th Conference of the Parties to the UN Framework Convention on Climate Change (COP28 ) closed with some historic outcomes and notable progress on disaster risk reduction.?

For the first time, there was a formal recognition of the need to transition away from fossil fuels. This is critical to stopping the creation of new disaster risks.??

Equally important was the progress around helping countries reduce and address current risks. This includes the operationalization of the Loss and Damage Fund, the new framework for the Global Goal on Adaptation, and the selection of UNDRR and UNOPS as the hosts of the Santiago Network secretariat , which will catalyze technical assistance to developing countries to help them combat the effects of the climate emergency.?

The Paris Agreement’s global stocktake also called for better coherence between climate action and disaster risk reduction and for expanding early warning systems.?

Pushing forward Early Warnings for All??

Advocating for the expansion and enhancement of multi-hazard early warning systems was a big focus of UNDRR’s engagements at COP28. At the 3 December COP28 Presidency Event, Delivering Early Warnings for All, UNDRR and the World Meteorological Organization (WMO ) joined the UN Secretary-General in urging greater support for the Early Warnings for All initiative as it enters its second year of implementation.?

To guide collective efforts, UNDRR and WMO released a joint report on the 2023 Global Status of Multi-Hazard Early Warning Systems , and along with it, an online Early Warnings for All Dashboard to allow everyone to track the initiative’s progress.?

New UNDRR initiatives and products at COP28??

COP28 was the global stage for the launch of a number of new initiatives:?

  • UNDRR was among the signatories to the COP28 Declaration on Climate, Relief, Recovery and Peace , which calls for action to build climate resilience in highly vulnerable countries and communities, particularly those threatened or affected by fragility or conflict, or facing severe humanitarian needs.?
  • UNDRR endorsed the Getting Ahead of Disasters Charter. The Charter’s principles aim to enhance the use of finance to manage risks and protect people in the most vulnerable countries from climate-related disasters.??

UNDRR also used the occasion to launch several knowledge products and reports .??

This included the launch of the Global Methodology for Infrastructure Resilience Review . Developed by UNDRR and the Coalition for Disaster Resilient Infrastructure (CDRI ), this first-of-its-kind methodology aims to help countries apply a holistic approach to infrastructure systems resilience. By using the methodology, countries can assess the current state of infrastructure resilience, identify areas for improvement and formulate an implementation plan.?

Other products and publications launched at COP28:?

Looking ahead to 2024, UNDRR aims to capitalize on the momentum from this COP and the results of the Midterm Review of the Sendai Framework to accelerate action on disaster risk reduction at all levels.??

Farewell to Mami Mizutori?

At the end of 2023, Mami Mizutori completes her second term as the Special Representative of the Secretary-General for Disaster Risk Reduction and the Head of UNDRR.

This caps an eventful six years during which disaster risks have grown more complex and dangerous, but so has humanity's resolve to address these risks before they become disasters.

UNDRR is thankful to Ms. Mizutori for her leadership, dedication and compassion during her time with us.

I would like to improve the model and work with scientists to compare it with their models. UNO, WMO, UNDRR, insurance companies, Red Cross, rescue, seismic centers, and climate disaster rescue and prevention services would be potential clients and project partners. I'm looking for contacts to further develop this innovative technology. Basically, programming of climate can be possible (but not everyone should know how to do it - because we might get climate terrorists). We can most probably also monitor every single industry unit's influence on climate in live view. A careful validation with meteorologists under NDA is highly desired.

Thank you for this important update. The conclusion of COP28 marks a key moment in disaster risk management, and Mami Mizutori's work has been invaluable in this area. Her efforts in promoting resilience and disaster risk reduction will surely be a lasting legacy.
