On Tuesday, March 26, 2024, The Franklin County Board of Commissioners partnered with the National Center for Urban Solutions to launch the Franklin County Broadband Futures Program.

The NATIONAL CENTER FOR URBAN SOLUTIONS (NCUS) TEC is a community-based post secondary training provider offering customized certification training that assists unemployed and underemployed job seekers to secure in-demand career pathways that offer livable wages. Over the past year, NCUS TEC and its employer partners collaborated to develop a training program that introduces and prepares Franklin County residents for the growing field of Fiber Optics.

Through this award, NCUS TEC will launch the Broadband Futures Program with the goal of providing training and employment opportunities in the high-growth Fiber Technician career field. Fiber technicians are responsible for installing, maintaining, repairing, and troubleshooting fiber optic cables and equipment. Individuals with this skill set are in high demand as more businesses rely on fiber optic networks for their communication and data needs.

Participants in the Broadband Futures program will receive six weeks of skilled training, during which they will prepare to complete the Fiber Optics basic installer certification. Participants will receive coaching, mentoring, and other supportive services to remove barriers and ensure successful program completion. Graduates of the program will be referred to employment opportunities with NCUS's network of employer partners, where they have the opportunity to earn wages that range between $22 and $30 per hour. Once placed in employment, graduates will receive coaching and job retention services for up to 12 months.

Through this sub-award, NCUS will enroll 50 Franklin County residents into the Broadband Futures program, with a goal of graduating and placing 80% of the participants in trade-specific employment.

This resolution aligns with the Rise Together Blueprint Goal #3 - Increasing access to relevant training for credentials that meet local demand with employer commitments to hire and promote, and Goal #4 - Improving and increasing the delivery of supportive services for individuals to access employment.

The subaward agreement will be funded with TANF and General Revenue Fund dollars in the amount of $549,263.00 from March 1, 2024 through February 28, 2025.
