The Navy’s aging infrastructure and legacy integration methodologies have led to issues preventing the agency from being compliant with DON’s audit standards and enable modernization, innovation and governance across the enterprise. The Department of the Navy (DoN) relies on over 60 different financial, supply, and distributed transactional systems hosted in the cloud and on-premises to track, execute, and report on the Navy’s financial activities.

In order to accommodate the complexity of the systems, along with the speed and scalability needed for data reporting, Ironclad as the prime contractor with lead partners Twenty8 Tech and MS3 designed, architected and rolled out the Central Data Exchange Platform or CDX to address the NextGen needs for DoN Financial Management Systems (FMS).

Cloud First

Taking a Cloud First approach and built on an IL4 AWS Govcloud platform, the API led architecture approach incorporates the DOD DevSecOps Kubernetes exemplar technology stack and fuses the functional needs of FMS without sacrificing the utilization of leading technology. The CDX brings the first NextGen Enterprise Integration Platform (EIP). This new platform addresses needs in the DoD that apply not just to DevSecOps but GITOPS and Robotic Process Automation (RPA) capabilities and ensures faster delivery of APIs and integrations to support the mission regardless of the age of the DoN system. The CDX comes with next generation security including a robust OIDC and JWT based capabilities that not only improves the security of the systems and data but also increases the speed at which they communicate.

With an ATO for the platform established earlier in the summer, the team is excited about the potential that a true DevSecOps technology stack can bring to the Navy and the data insights that can be gathered. With data standards such as OpenTracing we have visibility into every system that the data goes. This provides a one place for auditability for data transfer and data delivery and is the first best practices Observability implementation within the DoN and is already breaking ground for successful auditing.

Speed to Capability

In addition to the NextGen the Observability platform also leverages the world’s fastest indexing tools to provide visibility into the platform for stability, reporting and operations. The customizable dashboards can be programmed for any of the DoN systems to see information about their system or a Single Pane of Glass for senior Leadership.
