Let's not get into the wrong debate
Digital governance is at the heart of of our society which must be inclusive and responsible.
?The future of all citizens depends on it
The health crisis has made us all aware that we have truly entered the digital age. A collective awareness of this importance, invites us all to think, innovate and act differently.
Beyond human activities - work, education, health, environment, governance, finance - and on points as critical as freedom, mobility and more broadly our civilization, the digital has become a formidable lever to meet a large number of challenges.?
But it has also become a tool of control and power with a diverted use of our data, thus strongly obtruding our individual liberties and our citizen responsibilities.?Moreover, recent and indisputable publications reveal the multiple disruptions caused by the destabilizing exploitation of social networks and we share their conclusions.
By evoking for example GAFAM, Artificial Intelligence (AI), digital currencies, blockchains, the cloud, the metaverse, online games, augmented virtual reality... , the?current debate focuses on tools and solutions and forgets to address the deep mutation underway that we can describe as ″civilizational″, impacting all human activities and societal issues.
It is essential that the real debate takes its place.
Digital technology must be treated in all its civilizational dimensions.
Digital technology has gradually become part of our daily lives and is now an integral part of our society.?At this stage and before a generalization of the digital technology to follow all the acts of our daily life, isn't it time to ask ourselves about the fundamentals of our society: where are we and where do we want to go?
How can we rethink our social organization and our relationship with our real environment in the digital age? If data is at the heart of this environmental and societal transition, it is undoubtedly time to think about its governance, on which the very governance of our society will depend. We, ″citizens of the world″, enlightened and non-subservient citizens, can still opt for a more responsible and inclusive society!
This is why we have come together in a collective that we have named: ″Citizen-Nation″. We are indeed convinced that this″civilizational″ mutation?can only result from a collective and inclusive citizen mobilization, especially of the new generation, aiming to build the foundations of this new society that we wish to start building for the youth and our children.
We have drafted twelve recommendations, which are intended to be enriched over time. Their scope should make it possible to define the foundations of a possible future to which we aspire with the objectives of reconciling nature and living beings, rethinking our governance in the digital age and developing a more inclusive alternative economy.
These points of attention are so fundamental that we ask that they be included in full in the priorities of the various candidates for the Presidency of the Republic and in particular in those for which the objective will be that France and the French become respectively a great nation and enlightened citizens of the 21ste?century.??These are founding points of a new social and economic organization which will have to be enriched and detailed in time and on which the signatories of the ″Citizen Nation″ collective commit themselves to work durably :?
1)?????Introduce a?genuine digital?culture to all citizens from an early age, at the same level as learning to read.?
2)?????Consider data as a resource in its own right and a common good accessible to the greatest number of people, subject to the authorization of their owner.???????
3)?????Guarantee the auditability of algorithms by a trusted third party and apply an ethical code of conduct to the design of applications.
4)?????Use the benefits of digital technology at the heart of any social organization, with secure and controlled access to data guaranteed by a local?shared?governance, in the form of a digital voting citizen assembly, as a solution to the indispensable citizen participation.
5)?????Choose regenerative economic activity as the engine of our society, including new, clearly identifiable and traceable indicators, other than our current financial benchmarks, to evaluate any action or contribution.?
6)?????Introduce the concept of prosperity as a reference element in our society and invite citizens to define it collegially within their organizations.
7)?????To take into account?all?individual dynamics for the benefit of the common good and collective success, whether it be economic, social or environmental contributions.
8)?????Encourage and supervise the advent of digital trust technologies that bring the promise of a better distribution of wealth between those who create them and those who use them.?To give the possibility to any contributor to be remunerated according to his contribution in the form of a shared license.
9)?????Adjusting uses to local resources, by associating them with indicators defined and evaluated in dynamic mode locally by a community involving the citizen.?
10)???To build new legal and regulatory frameworks, to frame all types of traceability necessary to this evolution of society while preserving individual freedoms and in accordance with the common good.??
11)???Equip citizens with tools for reflection and decision-making to mobilize all collective dynamics and democratize governance.?To progress towards a more active and responsible citizen, because he is more informed. And to protect them within the framework of a reinforced digital sovereignty.
12)???Organize for each person the respect and control of his private and intimate life, by providing each citizen with his own digital identity, respecting his individual freedom and responsibility and allowing him a full digital and social existence without unconstitutional tracking, and recognition of the right to disconnect.
