In any organization, based on my experience it is top to bottom approach, if the leader has a very high EQ, the same shall be percolated in the downside level to his subordinates, I mean the vibes as well as the approach taken by the leader in the form of trust development, team building, freedom in decision making and enhance feedback loop mechanism.
