DA Newsflash (Customs): On-Arrival Storage and Clearance for AEO Importers Under New Customs Regulations, 2025

The CBIC has introduced Customs (On-Arrival Movement for Storage and Clearance at Authorised Importer Premises) Regulations, 2025 to facilitate the clearance of goods directly at the importer's premises instead of at the port. This system will be Effective from the date notified by CBIC.

?? Key Benefits:

? This would help in saving demurrage and detention charges paid by importers for delays in clearances for various reasons.

? Lower storage costs and enhanced supply chain efficiency.

? Automated permissions for smooth customs processing.

?? Eligible Importers:

? AEO (Authorised Economic Operator) Tier II or Tier III certified importers.

? Importers with a designated bonded warehouse licensed under Section 58/58A of the Customs Act, 1962 and permission for manufacturing or processing of imported goods under Section 65

? Importers dealing with specific goods classified under headings 8517-8548 (mainly electronics and telecom-related products).

??? Who is Not Eligible for This Facility:

? Importers not recognized under AEO Tier II or III.

? Those without a designated bonded warehouse.

? Goods that are flagged for scanning, regulatory checks, or intelligence-based holds.

? Cases where No-Objection Certificates (NOCs) from government agencies are pending.

??? How It Works:

?? Step 1: Importers apply for registration with the jurisdictional Commissioner of Customs.

?? Step 2: Upon arrival the goods in warehouse, bond officer will inspect the?goods and send his report to appraising group for granting final clearance.

?? Step 3: Customs automated systems grant clearance, unless flagged for further checks.

?? Step 4: Importers must clear or remove goods within 15 days (extendable if justified).

Currently, up to 85% of imports are cleared by Customs based on risk analysis, without any human intervention. Importers utilizing the factory clearance facility under the new regulations may initially face delays of a few hours. However, this new facility is expected to save a significant amount of time and costs in the long run.?
