DA Newsflash (Customs): Automated Out of Charge (Auto-OOC) for AEO-T2, T3 Importers (w.e.f. January 1, 2025)

The CBIC to facilitate trade for AEOs, particularly those with T2, T3 status has introduced an Automated Out of Charge (Auto-OOC) system for AEO-T2, T3 clients.

?? What is Automated Out of Charge (Auto-OOC) system?

• Auto-OOC system is a technology-driven initiative by CBIC to streamline customs clearance for AEO Tier 2 & 3 clients.
• Aims to expedite release of imported goods by automating the "Out of Charge" process for eligible consignments, reducing manual intervention and enhancing overall efficiency in customs operations.
• It applies when Customs Compliance Risk (CCR) verification is not required.

? Eligibility criteria:

• No selection for examination, scanning, or any Partner Government Agency (PGA) NoC.
• Assessment of the Bill of Entry (BE) is complete.
• Authentication via OTP for duty deferment is completed.

? Not Eligible for Auto-OOC:

• If the consignment is flagged due to intelligence-based risk.
• If the customs officer places a manual "HOLD" for further verification.
• If the importer is not AEO-T2 or AEO-T3 certified.

Customs officers retain the authority to override Auto-OOC in cases of intelligence-based risks.

The rollout date for this system is January 1, 2025.
