Cyprus Lockdown- What It Means and How It Works. Ακολουθε? το κε?μενο στα ελληνικ?.

On Monday, 23rd March 2020, the President of the Republic of Cyprus, Mr. Nicos Anastasiades, announced to the public, further measures to combat the spread of the coronavirus, with Cyprus going under a three-week lockdown as from 6pm, 24th March 2020 until 13th April 2020.

He stressed the necessity of this as, despite the current measures, there is “lack of self-respect, of responsibility and solidarity towards our fellow citizens”, with “attitudes that expose the population overall, in lethal danger” (https://www.pio.gov.cy/coronavirus/en/press/23032020_13.pdf).

As such, with the incidents recorded thus far – a reported 124 cases of coronavirus and 3 deaths, as of 24th March 2020 - and the consultation with scientific advisors, the inter-ministerial Committee which met on Monday, 23rd March 2020, under his Presidency, it was decided to authorise the Minister of Health to publish a Decree with certain measures (https://www.philenews.com/koinonia/eidiseis/article/902819/live-koronoios-oi-exelixeis-en-meso-ischyron-metron) (https://www.pio.gov.cy/coronavirus/diat/10.pdf).

As of 6pm, 24th March 2020 until 13th April 2020, there will be a ban on unnecessary movement. Exceptions to this, include transfer to and from the workplace; transfer for the purposes of supplies of basic necessities from businesses or shops whose operation is allowed and given that shipping is not possible; visit to doctor or transit to a pharmacy; visit to a bank if electronic transactions are not possible; transit with the purpose to aid fellow citizens who cannot look after themselves or to groups of people who must be protected, or who are in self-isolation and/or in premises of compulsory isolation (quarantine); first and second degree relatives going to ceremonies, such as funerals, weddings and christenings, not exceeding ten people; and transit for physical exercise or for the needs of a pet, provided they are not more than two people and they remain limited in areas adjacent to their residence (https://www.pio.gov.cy/coronavirus/en/press/23032020_13.pdf).

It should be noted that as per the Circular, dated 24th March 2020, by the Ministry of Finance, under all circumstances, all persons moving about must carry identification and additional proof as to the purpose of their movement, as stated in the exceptions above. The second form is entitled “Declaration of Citizen Movement By Exception”, which will be completed by each citizen and will cover the exceptions mentioned. As an alternative to the latter form, an SMS can be sent to 8998, for free. In the SMS message, one will insert the number corresponding to the purpose of movement, along with his/ her ID or Passport Number, and the postcode of his/ her residence. The system will operate through the forms or by sending a message informing the system where each citizen is going. At the first level, it will allow for all movements. In turn, and according to the information received, the system will be able to process the number and frequency of such movements and will judge whether they are reasonable or in violation of the existing law.

Additionally, and for the same period mentioned above, certain places will also be closed. These include parks, playgrounds, open-air sport spaces, and public gathering areas, such as squares, dams, excursion sites, beaches, marinas.

Further measures encompass suspension on operations of all retailers, except from the businesses that are included in a relevant Decree, by the Minister of Health  (https://www.pio.gov.cy/coronavirus/diat/10.pdf).

These exceptions apply to businesses and workshops for medical equipment, such as wheelchairs, orthopedic products, medical, industrial gas and machinery, optical companies, and hearing-aid companies. Also, car and motorcycle dealers, tyre dealers, bicycle sales and repair companies, launderettes, courier services, pet shops and the telecommunications service providers, to the extent that relates to payment services, account renewal, repair and replacement of mobile devices, are exempted.

Businesses that sell pesticides and fertilisers, material and equipment, car sales, funeral homes, nurseries and florists are also exempt. It notes that the above businesses, if they prefer, can provide online or delivery sales. In addition, those businesses that are open according to the decree, must comply with the crowd ban within stores, that is, one person per eight squares meters.

Businesses that can remain open are all food and beverage retailers (supermarkets, grocery stores, butchers, fish markets, bakeries, pastry shops, fruit markets, cellars), pharmacies and food and beverage service providers (restaurants, cafes, coffee shops, bars), which can offer delivery services and quick service from the window (drive through), gas stations, kiosks and mini markets. It is also prohibited for citizens to attend places of religious worship, such as churches, mosques and other places for prayer, as well as the custom of "lighting a bonfire" will be prohibited, with immediate removal of timber or other materials already assembled for this purpose. It is important to note that in addition to any other criminal liability to offenders, an extrajudicial penalty of EUR 150 will be imposed.

On parallel lines, and in order to support the effort for the prevention and strengthening of the health system, additional actions have been decided. These encapsulate molecular testing for the detection of coronavirus being extended to Clinical, Biomedical or University Laboratories. It has also been decided to utilise fourth- or sixth-year medical school graduates from Cyprus universities as well nursing school graduates, as part of their practical training. There will also be an increase in the number of public health clinics in all cities, for a more effective prevention and treatment.

In addition to the above measures, the President of the Republic of Cyprus intensely professed to the public, “Stay at home, in your shelters, and we shall get through this”.
