Cybersecurity Workforce Expansion via the Cyber PIVOTT Act

The Cyber PIVOTT Act, introduced by House Homeland Security Chairman Mark Green in September 2024, aims to address the critical shortage of cybersecurity professionals in the U.S. The act proposes a new, full-scholarship program for two-year degrees at community colleges and technical schools in exchange for government service at various levels. The program seeks to train 10,000 cybersecurity professionals annually, helping to fill over 500,000 open positions. It focuses on reskilling workers, upskilling military veterans, and addressing growing cyber threats to critical infrastructure and national security.

The legislation is modeled after ROTC programs and is designed to create a talent pipeline for government cyber roles at federal, state, local, and tribal levels. It also aims to bridge the skills gap between education and real-world cybersecurity needs by leveraging the resources and expertise of the Cybersecurity and Infrastructure Security Agency (CISA). Key features include pathways for workers to "pivot" into cybersecurity from other careers and opportunities for continued training.

This initiative responds to growing cybersecurity threats from foreign adversaries and criminal actors, making the need for skilled professionals a top priority. The act also supports the existing CyberCorps Scholarship for Service program, intending to make significant progress in securing critical U.S. networks and infrastructure.
