Manila: It has been reported for years, according to Chinese veterans and officers, China's military (whatever part is controlled by the Central Government) is full of corruption and graft. It has also been reported Beijing has no central military high command which is why I was not surprised when China's Defense Minister visited Moscow he was so thrilled to be there. Russia's government probably takes him more seriously than Beijing's elite and I would not be surprised if Moscow has been paying him. He is also an excellent source of information.
