I. GENERAL EMERGING TECHNOLOGY NEWS
The White House has announced aims to boost small business access to over $700 billion in federal contracts annually, especially for underrepresented communities. They seek to increase small business share of total contracting to 15% by 2025, with recent years showing progress. New initiatives include OMB guidance to enhance small business participation in federal contracts, promoting inclusivity and resilience.
A new Pentagon advisory group has released a report urging increased innovation focus among defense program managers. The Defense Innovation Board recommended empowering officials at all levels to drive innovation and risk-taking. The report highlights the need for cultural shifts and streamlined processes to foster innovation. However, current structures can often hinder progress despite external innovation access efforts.
NSF Establishes 10 Inaugural Regional Innovation Engines Across the Country
The U.S. National Science Foundation has launched their first-ever NSF Regional Innovation Engines (NSF Engines), awarding 10 teams across 18 states. With a potential investment of nearly $1.6 billion over a decade, NSF Engines aims to boost regional economic competitiveness through science and technology, fostering innovation and partnership-driven growth. Each region initially will receive up to $15 million for two years, with significant matching commitments.
The Department of Commerce (DOC) and the National Oceanic and Atmospheric Administration (NOAA) announced an $85 million investment in the Industry Proving Grounds (IPG) program to enhance climate information use. Led by NOAA's National Centers for Environmental Information (NCEI), it targets the finance, retail, and architecture/engineering sectors. By engaging industry leaders, the initiative aims to bolster climate resilience and provide tailored climate data solutions, addressing sector-specific needs and vulnerabilities.
The U.S. Department of Commerce's NIST along with the National Science Foundation (NSF) have awarded $7.1 million in grants to enhance resilience against natural hazards. Managed jointly, the Disaster Resilience Research Grant program funds projects focusing on improving planning, policies, designs, and education to mitigate the impacts of hurricanes, floods, fires, and earthquakes, fostering community resilience.

Prioritizing secure, low-volume/high-mix production, the initiative supports RESHAPE efforts aimed at bolstering U.S. microelectronics ecosystems for defense and commercial markets, ensuring resilient supply chains and comprehensive component integration. The U.S. Air Force Research Laboratory (AFRL) has prioritized artificial intelligence (AI) and autonomy technologies in its 2024 research agenda, detailed in the Air Dominance Board Agency Announcement. Seeking industry input, AFRL targets 13 research areas, particularly focusing on munitions-related capabilities, with a deadline for responses by Feb. 2.
Administration officials have unveiled over $55 million in federal grants for Defense Department projects to enhance energy efficiency and resilience at global installations. The funding backs eight initiatives at various military bases, including in the U.S. and Wiesbaden, Germany. These efforts are part of a broader Department of Energy program supporting energy conservation technologies across federal facilities.
The USDOT’s ITS Joint Program Office (JPO) introduced the ITS for Pedestrian Safety Data Story, featuring an interactive national map displaying pedestrian fatalities in the USA. Utilizing various datasets, including from the National Highway Traffic Safety Administration, the platform aids transportation professionals in understanding pedestrian safety challenges and how ITS technologies can mitigate them. Users can explore agency deployments, benefits, costs, and lessons learned, and access USDOT resources for addressing pedestrian safety.

The?Barriers to Entry and Commercialization (B2EC) initiative, in collaboration with faculty from NC State University and Arizona State University, includes: (1) an expansive survey?of commercial providers, building on Public Spend Forum’s Barriers to Entry survey; (2) focus groups with experts, companies, and leaders to dive deeper into specific issues and solutions; and (3) facilitated Roundtables and webinars for open discussion of ongoing research.
