Critical infrastructure under attack: From legal framework to international cooperation: How government is addressing the cyber security threat

In India, the government plays a crucial role in ensuring the cybersecurity of the country through the implementation of regulations and guidelines. The Ministry of Electronics and Information Technology (MeitY) is the nodal agency responsible for the overall policy and administrative functions of the Indian Cyber Security establishment.

One of the key regulations in India related to cybersecurity is the Information Technology (Reasonable Security Practices and Procedures and Sensitive Personal Data or Information) Rules, 2011. These rules mandate certain security practices for organizations that collect, store, or process sensitive personal data or information. The rules include guidelines for data encryption, data access controls, and regular security audits. These regulations help to ensure that organizations handling sensitive personal data take adequate measures to protect it from cyber threats.

The Indian Computer Emergency Response Team (CERT-In) is the Indian government's nodal agency for responding to computer security incidents. CERT-In is responsible for protecting the country's critical information infrastructure and for providing guidance and assistance to organizations and individuals on cybersecurity issues.

In addition to regulations, the Indian government has also been actively promoting the development of a cybersecurity ecosystem in the country. The NCSS aims to create a secure cyber ecosystem by developing a robust legal and regulatory framework, and by promoting the use of secure technologies, such as encryption and secure protocols.

It has introduced regulations and guidelines for these sectors, and also set up dedicated agencies to monitor and protect them.
  3. Cybersecurity for Defence: India's defence sector is also a prime target for cyber attacks, the government has also set up dedicated agencies for defence cyber security and also working on developing cyber security solutions for the defence sector.
  4. Cybersecurity in the Financial sector: The Reserve Bank of India (RBI) has set up a framework for ensuring the security of digital payment systems in the country, this includes setting up guidelines for the protection of sensitive personal data of customers.
  5. Public-Private Partnership: The government is also promoting public-private partnership in cybersecurity, to share threat intelligence, expertise and also to work together on research and development in the field of cyber security
  6. Cybersecurity Research and Development: India has a vibrant R&D ecosystem in the field of cyber security, the government is investing in this area and promoting research in cyber security to develop solutions for existing and emerging cyber threats.
  7. International Cooperation: India is actively engaging with other countries to build capacities in the field of cyber security and also to strengthen international cooperation to combat cybercrime.

In conclusion, the Indian government is taking a comprehensive and multi-pronged approach to improving cybersecurity in the country. From setting regulations and guidelines to criminalizing cybercrime, promoting public-private partnership and investing in research and development, it is making efforts to keep pace with evolving cyber threats and provide a secure digital environment for citizens and businesses in India.
