Platform for Social Change
Environment for the Development of Social Entrepreneurship
Amidst the challenges of war, Ukraine's creative economy has become a beacon of hope, addressing social challenges through innovation and sustainability. At this time, the creative economy in Ukraine, a sector built on knowledge, innovation, and creativity, has emerged as a vital force in addressing pressing social challenges. Ukraine’s creative industries have adapted and addressed issues like youth unemployment, rural development, and SME growth despite war and economic uncertainty.
In what ways can the creative economy serve as a tool for social transformation?
The creative economy has been identified as a key driver of economic growth and innovation. According to UNESCO, the creative industries contributed 3.1% of global GDP and employed millions worldwide. In Ukraine, while the creative sector is still evolving, it has shown a significant potential for growth. Creative industries in Ukraine include a diverse range of sectors, such as IT, design, media, cultural heritage, and performing arts. These industries are important in addressing social challenges by offering innovative solutions and generating economic opportunities. One of the most significant contributions of the creative economy is its ability to decrease youth unemployment. This sector helps young people develop skills in high-demand fields like digital media, IT, and design through participation in such programs as hackathons, design challenges, and tech boot camps.
In rural areas, the creative economy serves as a boost for development. Many social enterprises in creative cultural industries are dedicated to preserving cultural heritage, promoting locally crafted products, providing jobs, and uniting communities. For example, cooperatives and cultural events generate income by promoting local crafts and traditions. These initiatives attract tourism and investment, breathing new life into rural regions and creating a sense of pride and identity among residents. Through art and design, these initiatives not only rebuild physical spaces but also rekindle hope and community spirit. For example, this year, the Khmelnytsky region hosted a craft fair called “Course to Independence.” More than 50 producers from central and western Ukraine presented their products to residents, showing them exciting and high-quality locally produced products.
Additionally, the creative economy fosters the growth and innovation of small and medium-sized enterprises (SMEs), the backbone of Ukraine’s economy. As of 2019, the creative economy provided jobs for almost 913 thousand Ukrainians. The creative economy contributes UAH 117 billion to the country's GDP, which is almost 4% of added value.?
At the same time, in the EU, for example, social SMEs in the cultural and creative industries represent approximately 3.95% of EU value added and employ around 8 million people, including around 1.2 million firms, over 99.9% of which are SMEs. Social businesses often bring unique approaches to problem-solving, leading to the development of groundbreaking products, services, and business models. Their entrepreneurial spirit drives economic growth and enhances the country’s capacity for innovation, making them essential contributors to Ukraine’s social and economic resilience.
How does a synergy between social entrepreneurship and the creative economy sector benefit Ukrainian society more?
Social entrepreneurship in the creative industries may use innovation to solve social problems. The synergy between social entrepreneurship and the creative economy sector can be useful in helping vulnerable communities. Social enterprises in creative cultural industries, like social art studios and theater groups, provide marginalized groups—such as refugees, people with disabilities, and veterans—with opportunities for self-expression and employment.?
Social entrepreneurship in the creative economy may also be essential in reviving post-conflict communities. Creative initiatives may focus on rebuilding communities through art and design in regions affected by war. Architectural firms and NGOs collaborate to redesign public spaces, turning them into hubs of cultural activity and social interaction.
The economic and social impact of social enterprises in creative industries
Creative industries are addressing social issues and making significant contributions to Ukraine’s economy. In 2022, creative services accounted for 41.1% of the country’s total service exports, with IT and telecommunications leading the way. This growth creates more jobs, higher wages, and increased economic activity.

Social enterprises in the creative sector not only boost the economy but also rebuild trust, promote inclusiveness, and build a common identity in war-affected regions. These enterprises play a vital role in uniting communities and reducing inequality. For example, diverse initiatives, such as events and special programs, often serve as platforms for dialogue, enabling people from diverse backgrounds to connect and collaborate.?
By showcasing Ukraine’s talent and resilience, the creative economy enhances the country’s global image, attracting international investment and partnerships.
Which opportunities exist for social entrepreneurship growth in the creative sector??
To maximize the creative economy's potential in addressing social challenges, several steps are essential, primarily — a collaboration between government, business, and non-governmental sectors.? The government can play a key role by introducing grants, tax benefits, and copyright protections for creative enterprises. Programs that build entrepreneurial and creative skills in youth and rural communities and strong partnerships with global networks can unlock potential and open new markets for Ukrainian creatives.
Looking at international examples, countries such as Estonia and Poland have demonstrated how targeted grants and incubator programs can accelerate the growth of creative enterprises. In Estonia, the Estonian Business and Innovation Agency offers grants for developing export capacity for creative entrepreneurs supporting activities like participation in international events and product development.
The government actively supports creative industries in Poland through specific programs like Creative Poland and funding from the Ministry of Culture and National Heritage. These practices illustrate the positive impact of government and NGO cooperation in fostering creative enterprises. By adopting similar strategies, Ukraine can enhance its creative economy, address social challenges, and stimulate sustainable development.
