There are several tools that can be used to help achieve the above. Like Identifying stakeholders, maintaining the stakeholder register, and planning communication basis interest and influence. That is in regard to the bible, documentation is the key and so is understanding and analyzing the situation well. Tools can only help once applied with a purpose aligned to the project goal.
Most projects do not fail due to problems with cost, time, or schedule, but with people. Work is all that matters. And people are all that matters. It is collectively we achieve our goal, get these amazing ideas, and more importantly, have fun!
