This Gender and Development (GAD) webinar-workshop is an intensive program that integrates gender perspectives into national and local governance and development. Anchored in the GAD budget policy, which mandates 5% budget allocation for gender-focused initiatives, the workshop blends theoretical learning with practical exercises.
In this three-session training, attendees will gain hands-on experience through gender analysis tools to create comprehensive GAD plans — covering data collection, budgeting, effective implementation and monitoring of GAD initiatives, and providing practical strategies to overcome common challenges and drive progress.
This holistic approach prepares GAD members of the Focal Point System and all other stakeholders to foster inclusive, equitable communities and drive sustainable development through gender-responsive governance.

COURSE DIRECTOR and LECTURER:
Atty. Severo Ca?ete Madrona, Jr.
— is the City Legal Officer and Acting City Administrator of the City Government of Pasay.
He is also a professorial lecturer at the University of the Philippines National College of Public Administration and Governance and as dean at the School of Law of the City University of Pasay.
Atty. Madrona has played a key role in developing critical local governance instruments, including the Gender and Development (GAD) Plan, GAD Code, and Local Disaster Risk Reduction and Management Plans. His work bridges legal expertise, public administration and gender-responsive governance.
He holds a Ph.D. from the University of the Philippines-Diliman and a Master of Laws (LL.M) from the San Beda Graduate School of Law.

Government funds to be used in this training program will not be covered by Philippine Procurement Law or RA 9184 based on its Revised IRR’s Section 4.5-b which classifies training and seminars as non-procurement activities.
DBM circular 563 issued on April 22, 2016 also exempts public officials and government employees from the Php 2,000-limit per day on training fees.
