Ken, I think you are making a great point here. Most of us see hundreds and even thousands of job listings. Many of us are not even looking for a new position, so we'll quickly scroll through listings. It has been a very long time since I noticed such a description, but it happened this month. That's because it was so clearly something that related to my skills. It was a complete match. While I may not apply for the position, it at least caused me to pause.
