COVID-19 Alert Levels 1 and 2 Remain until End of April 2023

The Inter-Agency Task Force for the Management of Emerging Infectious Diseases (IATF-EID) issued Resolution No. 6-C dated April 14, 2023, “placing” twenty-six (26) areas in the Philippines under COVID-19 Alert Level 2 status from April 15 to 30, 2023. Other cities and provinces, including the whole of the National Capital Region, remain under Alert Level 1.

The Department of Health, however, later clarified that the 26 areas under Alert Level 2 were not escalated from Alert Level 1, but have been under Alert Level 2 status since June 2022. These areas are the following: Benguet, Ifugao, Quezon Province, Palawan, Camarines Norte, Masbate, Antique, Negros Occidental, Bohol, Cebu Province, Negros Oriental, Leyte, Western Samar, Lanao del Norte, Davao de Oro, Davao del Norte, Davao del Sur, Davao Occidental, North Cotabato, Sarangani, Sultan Kudarat, the Dinagat Islands, Basilan, Maguindanao, Sulu, and Tawi-tawi.

Here's how COVID-19 Alert Level 2 status affects your business: ?

  • Gaming establishments, including casinos, horse racing, cockfighting and operation of cockpits, lottery, and betting?shops, are prohibited to operate.
  • All other establishments and activities are allowed to operate at a maximum of 50% indoor venue capacity for fully vaccinated adults, and 70% outdoor venue capacity.
  • Intrazonal and interzonal movement are allowed, subject to reasonable?restrictions as may be imposed by the LGUs.
  • Government offices remain fully?operational.

Meanwhile, areas under Alert Level 1 status, including Metro Manila, shall observe the following guidelines:

  • All establishments and activities are allowed to operate at 100% capacity.
  • Intrazonal and interzonal travel are allowed.
  • Private offices may operate at full capacity, subject to minimum public health standards.
  • Government offices shall adhere to 100% on-site workforce.


According to the Philippine News Agency, from April 17 to 23, 2023, the Philippines has recorded a 32% increase in the number of COVID-19 cases compared to the previous week.
