"The global stocktake is a critical turning point in our battle against the escalating climate crisis – a moment to take a long, hard look at the state of our planet and chart a better course for the future.“The global stocktake is an ambition exercise. It’s an accountability exercise. It’s an acceleration exercise,” said UN Climate Change Executive Secretary Simon Stiell.
Calling for a robust response to the Global Stocktake, Dr. Al Jaber said, “We have no time to waste, and we need a detailed action plan that delivers a robust and comprehensive response to the Global Stocktake across the key pillars of the Paris Agreement. We must agree on an ambitious mitigation work program, finalise the global goal on adaptation, establish a fund for loss and damage and agree on an equitable approach to means of implementation.”
About Global Stocktake
The global stocktake is an assessment of progress made toward mitigating global warming since the Paris Agreement in 2015. The results from the first-ever global stocktake will be discussed at COP28. The objective is to coordinate efforts on climate action, including measures to bridge the gaps in progress.
In September 2023, the United Nations Framework Convention on Climate Change (UNFCCC) released a Technical Dialogue Synthesis Report, revealing a concerning reality. This report comes at a pivotal moment, significantly shaping the upcoming COP28 and the global climate agenda for 2023 and 2024.

Ambitious Emission Reductions: To meet the Paris Agreement's objectives, global greenhouse gas emissions need to be reduced by 43% by 2030, further reduced by 60% in 2035, and ultimately reaching net-zero CO2 emissions by 2050 on a global scale.

Synthesis Report on Government Perspectives
In October 2023, UN Climate Change released a synthesis report capturing the perspectives of governments regarding the global stocktake at COP28.
This comprehensive report reflects the views of 24 Parties and 44 non-Party stakeholders, highlighting a broad consensus that previous climate action has been insufficient.
