ECHA Launches is the New Database
On January ECHA launch its new solution for gathering and publishing chemical information.
ECHA CHEM is the first version to share with the public the growing amount of information hosted by the Agency. There are all the over 100 000 REACH registrations dossiers that companies have submitted to ECHA. Later this year, the database will be expanded with the redesigned Classification and Labelling Inventory, followed by the first set of regulatory lists.
This platform is a big step capable of handling large amounts of data, and adjustable for different needs. It is s really a future-proof solution.
SCCS Preliminary Opinion: Benzophenone-4
A preliminary opinion on Benzophenone-4 (CAS No. 4065-45-6) was issued by the Scientific Committee on Consumer Safety (SCCS) and it is open for comments until February 16, 2024.
This substance is currently regulated as a UV-filter in sunscreen products with a concentration limit of 5% (Annex VI/22). It has under gone a safety evaluation by SCCNFP in 1999, concluding that it can be safely used in cosmetic sunscreen formulations.
The Commission conducted a review of Regulation (EC) No1223/2009 on cosmetic products, specifically focusing on substances with endocrine-disrupting (ED) properties. ?It was carried out a public call for data for 14 substances (Group A) and a second call for 10 substances (Group B) in preparation of the safety assessment of these substances. Benzophenone 4 is one of the above-mentioned substances for which the call for data took place.
In response to stakeholders submitting scientific evidence during the data call, the Commission has requested the SCCS to conduct a safety assessment on Benzophenone-4, considering the provided information on its use as a UV-filterin cosmetic products.
The SCCS concluded that Benzophenone-4 is safe when used as UV filter up to a maximum concentration of 5% in sunscreen, face and hand cream, lipstick, sunscreen propellant spray and pump spray, when used separately or in combination (based on deterministic aggregated exposure).

California Update: Report Additional EU Allergens
Cosmetic Fragrance and Flavor Ingredient Right to Know Act of 2020 (CFFIRKA) forces to cosmetic brands and manufacturers report fragrance and flavor ingredients.
Due to the new amendment of (EU) 2023/1545 to the cosmetic regulation adding 56 new allergens to be declared on the ingredient list, California wants to align to Europe.
Therefore, companies selling in California have until June 2024 to report the additional EU allergens.
The European Commission Updates its Borderline Products Manual?
This comprehensive update introduces two additional entries, specifically addressing glues/adhesives designed for affixing items like fake nails, false eyelashes, and jewelry on teeth, among others.
Additionally, the manual now includes guidance on Magnetic eyeliners, reflecting the Commission's commitment to staying current with emerging cosmetic product categories.
