Corruption in Maharashtra PWD.

"Mera Keya - Mai Kyo" (NOW) "Mereko Keya Hai? - Mereko Kyo Nehi?". My payment stuck in MAHA-PWD for 8 yrs. Because I refused BRIBE.

I met personally the State Chief Information Commissioner and Additional Chief Secretary (PWD). They co-operated with me but the ultimate result is a big “ZERO”. My payment with Maharashtra PWD is stuck for last 8 years, because I refused to pay bribe.

I have even written to P.M / C.M / PWD Minister / ACB / CBI and got reply with docket number (Registration No) but after a few days they closed and deleted my case.

I think this portal is for celebrities only and not for common people. Mr. Narendra Modi has become India’s Prime Minister after the false election promise “Mera Keya – Mai Kyo” related to Corruption, seems to be converted in to “Mera Kyo Nehi – Mai Kyo Nehi”.

Subject: Complaint under Right To Information Act-2005 (Section-18).

Reference: Appeal / Order no: 2336/2016/01.

Sir, your judgment shattered me and my inner soul, though you have taken correct decision after hearing from one side and without knowing the truth. The PIO & Appellant Authority deliberately gave Wrong, False, Misleading and Incomplete Information in Fraudulent manner to escape punishment by hiding the truth, fact and ground reality. They have desperately cheated on me fearing retribution, (Your judgment / Order copy enclose-1).

Sir, I earnestly recommend to the State Information Commission that they be punished under the RTI Act and a penalty be imposed / levied on their dirty act of misrepresentation. Here are the Facts and their opposite version of the case. I hereby submit all the authentic proofs with valid documents as evidence to support my stand. Please go through them and take your expeditious steps to initiate your necessary directives for these misleading people.

Reason for Information sought and the Case History.

I am not getting my payment from The Central Mumbai (PW) Division, Worli, since 2008,, because I refused to pay them bribe. They have acknowledged by letter / Statement that they owe me money in Lakhs (Copy enclosed-2). I filed RTI for some information on 22th February 2016 (Copy attached-3). I received no reply.

Then I filed 1st Appeal on 4th April 2016 (Copy enclosed-4). Again I received no reply.

After 101 days, they called me in their office on 07.06.2016 at 11.45 am vide their letter no: 3793, dated: 02.06.2016 which I received on 07.06.2016 at 3 pm and the meeting time passed by (Copy attached-5).

Sir, I have taken pain to visit the post office and get a copy from Post Office record. Here is the original copy of the post master, certifying that I have received the letter on 7th June at 3 pm, after the meeting time. (Copy enclosed-6)

If you look at their malicious attitude, they have registered the letter vide no: RM182446086IN on 4th June2016 late Saturday at 13.48 hours, 5th was a Sunday, 6th was a Monday & on 7th i.e. on Tuesday morning, they called me to appear. Sir, was that one day time sufficient given to the post office to deliver the letter to me in time? It was not even a Speed Post, just an ordinary registered letter. They knew very well that I shall receive the letter after the scheduled date and time.

Your letter no: 2336, dated: 28th July 2016 reached me very much early, calling me next month on 23rd August 2016; you gave the post office sufficient time to reach it wholeheartedly 25 days ahead (Copy enclosed-7)

After receiving their letter late, I called them, explained them and requested them for another date. The person rudely replied “No more date – No more time - Our duty is over - Now we can relax”. He refused to tell me his name. He even said RTI / FARTI are hopeless, nonsense and utter wastage of time and money. Nothing will happen; we know how to defend us. C.I.C employees are just worming up their “KURSIS” and C.I.C being a luxurious Judge doing simply paper work and eating huge government money! He cut the line……………………

I decided to put the incident on record, hence I wrote a letter to them and sent it by speed post vide registered no: FM082707186IN, dated: 14.06.2016 to keep my statement alive. (Copy enclosed-7). Alas…………………they never replied.

Above all, since I am a senior citizen running 68 years and remain sick. I repeatedly wrote in 1st RTI and 1st appeal that I want information strictly by post. Please read my 1st RTI & 1st appeal as under which is highlighted -

“All information required by post only, as I am not physically well” (Refer enclosures 3 & 4).

Sir, RTI acts are Greek to me. There is a column under RTI act 3 [d] that “Whether the information is required by post or in person” – The PIO & Appellant authority did not adhere to this clause; they took the liberty to amend, alter, add or delete any lawful clause / section and totally avoided my request that I wanted all information by post and not in person. I fail to understand, why they kept on calling me personally? Today, it is around 214 days passed and I have not received single information from them till date.

I also met Mr. Anand Kulkarni, (Additional Chief Secretary - PWD) on 11th June 2015, a very kind hearted and thorough gentleman, I am thankful to him who respectfully talked to me and gave me some of his valuable time to hear me, read my letter wrote back to the PWD concerned person on the spot (Copy enclosed-8).

 In fact, he tried to help me out but the system did not work. I never got my full dues till date, it is around 15 months passed and they denied remark / letter also. I never visited Mr. Anand Kulkarni and disturb him again. He knows me as an author, I gifted him all my books.

My attendance to your office.

Sir, it takes 3 hours from my house to C.I.C & back. My hearing was at 11.30 am on 23.08.2016. Being a Senior Citizen (68 years) and sick, still I reached your security gate down at exactly 11.30 am, very much on time (security register may be checked, if necessary) and reached your office at 11.32 am. I kept waited for Mr.Manohar Kamble in front of his cabin, since the letter was sent by him and I was new and first time visited your office. Your office staff witnessed me waiting, since Manohar Kamble-ji was not there (Kamle-ji’s letter copy enclosed-9).

At 11.34 am, I panicked and called on landline no: 022-2204-9184 and informed the lady receptionist that I am very much present in the office (My mobile record will give evidence of date and time). I also asked the man inside the glass window / counter (in front of the office entrance door), who told me to wait; I kept waiting in the lobby for my turn which was passing out inside your chamber. Anyway, Sir, I apologize to you for being 2 minutes late.

After waiting for half an hour, I came to know that the hearing was over. I still insisted, meeting you for one minute and requested Mr. Manohar Kamble and Mrs. Kalpana Gawas, but could not make it. For a moment, I felt like, as if I am bowled out and returning to the pavilion with zero run.

Sir, I was a candidate of IAS in 1972, the same year of Ms. Kiran Bedi & Mr. A.N.Roy. I am an International English Author (India, German, USA & UK and so on), a Journalist, writing for Times of India against Corruption, a Bollywood Filmmaker, released two movies in multiplexes all over as a Producer, Director and Writer. I am also a respected and dignified Social Worker, received two National Awards in “Journalism” and “Social Justice”. Please admit my plea under section-18 and redress my grievances as I am an innocent victim of the modern protocol system where an honest person gets suffocated in this polluted atmosphere by these stupid people. Sir, as an author and writer my emotion flowed through this letter, which I could not control. Sorry, to take away some of your valuable time from you.
