Big Corruption in Jamaican Court System in Attempted MURDER on my Life Case, in Jamaica's Ministry of Tourism Head Office

Attempted Murder Assault on my life in the Ministry of Tourism, Jamaica, corruptly thrown out at Half-Way Tree Criminal Court by highly Corrupt Judicial Officer, Magistrate Maxine Ellis and Prosecutor Mrs. Renita Mullings Gordon. 

On Thursday March 28, 2019 Magistrate Maxine Ellis and Prosecutor Mrs. Renita Mullings Gordon corruptly forego Medical evidence in the attempted murder on my life, case and throw it out in a highly corrupt manner. Deliberately omitting the most important evidence, Medical Evidence, is a major act of corruption by Magistrate Maxine Ellis.

Also involved in the corrupt cover of this attempted murder on my life are; Commission of Police - Major General Anthony Anderson, Minister of National Security - Hon. Dr. Horace Chang and Minister of Tourism - Hon. Edmund Bartlett. Also Chief Justice of Jamaica Hon. Bryan Sykes is involved the corrupt Court handling of the case. 

This attempted murder was carried out on me in the Ministry of Tourism, Jamaica by two Private Security Guards; Julio Miller and Garfield East from the Security Company McKay Security and Minister Bartlett body guard Constable of Police - Kirk Bulgin. The Crime was carried out under the instruction of three (3) Ministry of Tourism Executives; Mr. David Dobson – Senior Director of Technical Services, Dr. Carey Wallace –Executive Director for Tourism Enhancement Fund and Mr. Delano Seivewright – Senior Communication Strategist. All of whom are not qualified for the positions they are in.   

On July 30, 2018 I went to the Ministry of Tourism, Jamaica head office to serve a Court document on David Dobson who has been sued in the Supreme Court of Jamaica, for civil damages done to me while he was a working with the South East Regional Health Authority (SERHA). David Dobson corruptly submitted a number of false information to the Services Commission of Jamaica about me, in an investigation requested by the Governor General of Jamaica on my behalf for an employment issue. I attempted to serve the Court documents on him in the morning July 30, 2018 and he refused to face me to take the documents. 

I went back in the afternoon and he reluctantly saw me, he took the documents but refused to sign a receipt for the documents. Dobson took the documents and ran off into a room like a common criminal. I went behind him and asked him to sign the receipt but instead of signing the receipt he and his colleagues; Dr. Carey Wallace and Delano Seivewright gave instructions for me to be thrown out/ get rid of me out the Government Ministry. That was a daring attempted murder on my life. The three Executives illiterate behavior of law, claim that I had no right to be there serving the Court document, whereas the Civil Procedure Rules gave me the right to serve the documents.  

I was severely assaulted by the Private Security Guards; Julio Miller and Garfield East from the Security Company McKay Security. I was dragged and pushed, even when I fell on my back, to the stairway and down about ten (10) or more flights of steps. Upon seeing the attempted murder on my life I called the Police Emergeny 119 for help. However I learnt that upon the arrival of the 119 independent Police at the entrance of the building Dr. Carey Wallace turned them away. Dr Wallace told them that they are not need again. That was told to me by a Senior Police Officer from the 119 Control a few days later. 

At the time they were turned away by Dr. Wallace I was still inside the building in a serious Medical crisis, included bleeding from left arm and waiting for their help. Instead the corrupt Executives called their friend, the Minister Bartlett Body Guard - Constable Kirk Bulgin to act in their favor, a clear intention to kill me. Kirk Bulgin came in a Jacket suit, refused to show any identification and issued several treats to kill me. He and Security Guard Julio Miller dragged me down the staircase even though I told them that I needed medical help, and was bleeding from my left arm.

They dragged me to the entrance of the building while Julio Miller let go and the other Private Security Guard, Garfield East and Constable Kirk Bulgin continued, dragged me across the Knutsford Boulevard road, along the side walk with several person watching and they refused to tell me where they are taking me to. While on the way I told Bulgin that I am in a medical crisis and that I needed him to let go my hand for me to get my inhaler out of my pocket to use. Bulgin issued another threat to me that he will shoot me and jammed his gun into my right side to shoot me. That caused trauma to the area of my right ribs as was observed and documented by the Doctor at the University Hospital.

While not knowing where they were taking me to as they refused to tell me, of which I thought they were taking me somewhere to kill me. I was taken to the New Kingston Police Post and left me there for no reason, and no charge was laid on me for anything. While at the New Kingston Police Station no one offered me any help to a Medical facility and the two Police officers on duty also refused to take a statement from me.  I manage to gain a little strength, asked to leave and while still in a medical crisis and with bleeding hand I managed drive myself to my Private Medical Doctor in Liguanea, who made a quick observation of my condition and decided it was best for me to go to the hospital as I needed full medical coverage, and so she sent me on to the University Hospital of the West Indies. 

Before going to the University Hospital I went across to the Matilda’s Corner Police Station and asked to report the matter there.  The Officer Corporal Brown consented to take the report there. An urgent interim report was taken and a referral was given to me to the University Hospital. I was treated at the University Hospital after careful examination and documentation of wounds. I was again treated at the University Hospital a few days later, August 2, 2018 for continued medical issues from the incident and still more issues.

On August 2, 2018 I filed a complaint against Constable Bulgin and the two Police officers at the New Kingston Police post to the Commissioner of Police, Major General Anthony Anderson, and asked for an urgent investigation into the matter. Also in letter dated October 19, 2018 I requested copies of the 119 call log report that I made on July 30, 2018 and the diary entries from the New Kingston Police Post on said date. Entries made at the New Kingston Police in regards to me being brought there, from Constable Kirk Bulgin and that of Ms. Jizzel Jones from the Ministry of Tourism who gave a false statement to the Police there. To date I have not had the courtesy of a reply from the Commissioner of Police. “I don’t know if he going through a complicated stage of pregnancy.” It is only fair for me to conclude that he is carrying out a blatant act of corruption to cover up things. He was reported to the Police Services Commission in letter dated December 17, 2018. That I have not heard anything about either to date. The Governor General has been apprised of that.

I have requested the Minister of National Security, Hon. Dr. Horace Chang in two formal letters, several months ago asking for his assistance to ensure that the matter is properly investigate and done promptly. However to date I have not had a reply from him also. Shorthly after the incident I sent two emails to the Minister of Tourism, Hon. Edmund Bartlett seeking dialogue with him on the incident, but to date I have not had the courtesy of a reply. It is quite clear to me that there is a syndicate of blatant act, of corruption to cover up this crime in the Ministry of Tourism.    

On the first day of the Court November 7, 2018 Clerk Mr. Hansurd Lawson carried out an act of corruption by making a false statement to the Court about the case. That was reported to Chief Justice Bryan Sykes in letter dated December 17, 2018. Next the gross unprofessional and corrupt handling of the case by Magistrate Maxine Ellis was documented to Chief Justice Bryan Sykes and, requested her removal from handling of the case in letters dated December 14, 2018 and January 11, 2019. I have not seen anything been done to date by Chief Justice Sykes. 

The case was back before the Court on Thursday March 28, 2019. On this date the Prosecutor, Mrs. Mullings Gordon advised the Court that she was pressured in the Gun Court, and that she did not get a chance to meet with me to discuss the case as was promised on the previous Court date of January 10, 2019. Neither did she get the chance to discuss the case with the Director of Public Prosecution (DPP).  However Mrs. Gordon did not make a request for more time to deal with the matter, and not even advised the Court what a Private Security Guard can and cannot do. The Medical report from the University Hospital was not submitted as the investigating officer, Corporal Brown told the Court that the University Hospital cannot find the Medical Records. However information I got from the Hospital is that they are still searching for the records and that was the message sent to the Court, as I myself applied for the Medical Report too. 

It was appalling to see Mrs. Gordon did not offer anything in law on the case and neither did she make a request for more time to deal with it. It was obvious that she didn’t even read my statement before the Court started. Nonetheless, it was more appalling to see the Magistrate, Maxine Ellis in her usual insane and corrupt style of judicial practices spent about an hour putting her own personal twist on the case instead of applying the rules of law and proper judicial procedure in dealing with it. During her personal twists she humiliated me extraordinarily as if I was the accused, while refusing to give me a chance to explain anything.

During the time while standing beside the Prosecutor I attempted to explain the importance of the Medical Report and or the testimony of the Doctors in the case, as a qualified Public Health Specialist and Medical Technologist. However I was rudely assaulted by a Woman’s Constable of Police, Landell with badge # 12933 who told me to shut up and pushed me down on a bench. Again I stood up and was trying to address the Court when the same Constable pushed me down again. No request was made by neither the Magistrate nor the prosecutor for such an action by the Police. The Magistrate did nothing, only humiliated me more. 

During the Magistrate personal corrupt twist on the case she asked the investigating officer who gave the order for action and the Officer responded with the three names that I gave in my statement; David Dobson, Delano Seivewright, and Dr. Carey Wallace. Then she asked the accused who are they/ positions?  After the accused muttered some incorrect Executive positions, she said “oh you see they are big executives in the Ministry of Tourism, why would I want to tarnish their reputation?” Clearly implying that they are above the law and is only the ordinary people are subjected to law. The Magistrate stated blatantly that she does not see how any damage could have been inflicted to me and as such she is not waiting on any Medical Report. Since when a law degree made Magistrate Maxine Ellis into a Medical Doctor to have made such pronouncement??  Having no respect for the Medical profession is a sick mind. Also, purporting to be a Doctor is a serious crime. 

The Magistrate corruptly coerced the Prosecutor into saying that she is not offering any evidence against the accused, Julio Miller and set him free. 

The Magistrate Maxine Ellis and Prosecutor Mrs. Gordon are so illiterate and corrupt in their ways that, while trampled my constitutional rights to be heard in a Court of Law to educate them, they don’t even know that they only thing a Private Security Guard have the right to do in such a matter was to carry out a “Citizens Arrest.” That is to detain me without any physical force or abuse as this was not a criminal matter, but a legal civil matter, and to call independent law enforcement (the Police) to deal with the matter. That is exactly what I told the two Security Guards to do instead of listening to the executives. But they choose to listen to the three illiterate executives; David Dobson, Delano Seivewright and Carey Wallace, and proceed to carry out an attempted murder on me.  

The University Hospital of the West Indies is having difficulty locating my Medical Records as was made known to the Court from January 10, 2019 by the Investigating Officer. I spoke to the Manager for Health Records on the issue and asked to intensify the search. I have also written a formal letter dated February 6, 2019 to the Chief Executive Officer, Mr. Kevin Allen and requested an immediate formal investigation into the matter. However to date I have not had the courtesy of a reply from Mr. Allen. 

Notwithstanding that, if the medical records cannot be found/ gone missing, it would be more reason to see that the Medical Records are of great significance to the case why they have gone missing, and the alternative would be to summon the two Doctors to testify in Court. Anyone could see such ABC logics except the corrupt Magistrate Maxine Ellis and Prosecutor Mrs. Gordon. Her corrupt hurry to throw out the case confirmed my two earlier complaints about her corrupt handling of the case. This seems to be the type of corrupt injustice the Chief Justice Bryan Sykes is promoting in the Court system, why he has not addressed the complaints.   

While I named the three executives; David Dobson, Delano Seivewright and Dr. Carey Wallace in my statement to the Police on July 31, 2018. To date none of them have been charged in the matter. I at least expected them to be charged for accessory to the crime as the ones that gave the order. Dr. Carey Wallace must also be charged further for corruptly giving false information to the independent 119 Police who was coming to my rescue and he turned them back. The calling of the Minister Edmund Bartlett Security guard Kirk Bulgin to act in their favor to kill me, was totally unethical. As such Dr Carey Wallace carried out a major act of corruption into a matter that does not concern him at all. Perfect example of a "Jackass" dressed in expensive clothing that does not make them better. Obviously his doctorate in Social Psychology is of no help to him. He is also a shame and disgrace to Tourism carrying out such criminal corruption and having association with Tourism in the Negril area of Jamaica –Mariners Inn. 

 Ms. Jizzel Jones another corrupt employee in the Ministry of Tourism, gave a false diary entry to the New Kingston Police must also be charged. It was only one person charged, one of the private security guard, Julio Miller. Serving a Court document which I had legal rights to do and asking the party to sign a receipt for the documents he willingly accepted, is neither an unlawful request nor a crime. Certainly did not warrant an attempted murder on my life.  

The Commissioner of Police Major General Anthony Anderson withholding the Diary Entries from the New Kingston Police station and the call log Emergency 119 Report is a major act of corruption in the Country’s Security. Such corruption is seconded by the Minister of National Security, Dr. Horace Chang and the Minister of Tourism, Edmund Bartlett. Also I had written to Senior Superintendent of Police (SSP) Ms. Green asked for the Diary entry but she also corruptly refused to reply to me. 

Crime in Jamaica will continue to climb because a large portion of it is being perpetuated by top Executives in Jamaica and some Judicial Officers as well, who are deeply involved in the corruption of selling out Court cases.
