Corruption in Afghanistan

The biggest problem in Afghanistan is corruption, which extends from the Arg palace, to the lowest echelons of government and institutions, involving the majority of officials and officials.

 

It must be said that this corruption is accompanied by ethnic, linguistic, regional and religious prejudices. And so corruption in Afghanistan takes on a new form that is accompanied by moral corruption.

 

In fact, corruption in Afghanistan is now the most shameful form of corruption. There will be no administration where there is no corruption. Corruption is now widespread, common and legal.

That is why the people of Afghanistan are suffering so much, but the officials of the Kabul administration are engrossed in corruption and illegal activities, amassing illicit wealth, land grabbing, drugs and smuggling of precious stones.

Afghanistan is facing a major crisis. Disasters that could completely destroy Afghanistan. The catastrophe has been fueled by high-ranking officials in power over the past 18 years and has left Afghanistan on the brink of collapse.

In the past, corruption and bribery were considered a shame, but now the powerful are proud of it. Among them are many gentlemen who are most involved in corruption, looting people and public property.

The same looting and dirty circles talk more about the existence of injustice than anyone else and also shake their heads at corruption. They think that the people of Afghanistan are deaf and blind. 

 

Corruption in Afghanistan has grown rapidly under former President Hamid Karzai and has become one of the top in the world. The government of Afghanistan has been recognized as the most corrupt government in the world.

 

During his presidential campaign in 2013, President Ashraf Ghani made a strong commitment to fight corruption in Afghanistan and thus save the people of Afghanistan from the scourge of corruption.

 

But when he stepped down as president, he did some show-offs in the name of fighting corruption, but it was all showy. This is because most of his colleagues were corrupt and looters. During the first term of President Ashraf Ghani, corruption became more open, universal and legal than ever before. From which the people of Afghanistan reached the moon.

 

Mohammad Ashraf Ghani's re-election to the presidency has shown that if he wins, corruption in Afghanistan will increase in the next five years.



· The main drivers of his campaign are mostly corrupt people and do not have a good reputation among the people.

· Most of those who supported him aim to stay in power and loot. 

If Ashraf Ghani's campaign officials had not been accused of corruption, Ashraf Ghani could have won several times more votes than the current one. He would have taken over the presidency with 80 percent of the vote without any controversy.

 

People now fully believe that the next government led by Mohammad Ashraf Ghani will be the most corrupt and independent government of the current government.

 

There is no doubt that if it were not for the corrupt leadership in the leadership of the government, the government, government agencies and institutions of Afghanistan would now be free from corruption.

 

In other words, the main source of corruption is the Arg itself, which employs corrupt, looting and incompetent people and when it has collected hundreds of millions of dollars, it appoints another in its place.


Appointments in government agencies are almost entirely made through corruption and personal connections. There will be no one who is not influenced by personal identity, kinship and corruption in his appointment. An institution based on corruption can never be a service to the people and the country.


The deadly disease from the corrupt Kabul administration has now spread from government agencies to non-governmental organizations, both internal and external. Recruitment in these institutions is not transparent and the activities of these institutions are not carried out properly due to the presence of corruption.


In general, the country is ruled by a corrupt system. A corrupt system cannot be reformed by reform. This system must be abolished and replaced by a system that is capable of serving the people. The abolition of the corrupt system does not mean the complete abolition of the state machine. Instead, there should be people in the government machine who are free from corruption and serve the people.


The current corrupt regime is not only fighting corruption and looting, but it is also preparing to deal with the national interest, the fate of the country and the people, for its own personal gain. The same circle has largely maintained bad relations with Afghanistan's hostile neighbors.


Creating a service organization for the people and the country requires a broad popular movement. This movement arises when the people and the leadership of the state lay the groundwork for universal accountability.


In order to save Afghanistan from this catastrophic catastrophe, there needs to be a general accountability across the country for those who have illegally amassed or transferred billions of dollars in assets.


However, there was also corruption in previous governments. But over the past 18 years, corruption has become one of the most important issues in the country's history. Hundreds of billions of dollars have been lost in the country due to this corruption. And hundreds of billions of the country's wealth has been looted.


Millions of acres of state and private land and property have been stolen and looted by state-linked groups. This process is still ongoing.


In the last eighteen years, a corrupt and looting mob has ruled the country. Not all its members belong to or belong to any one ethnicity, nationality, language or region. But they have regular relationships with each other, support each other and pave the way for more corruption.


All of this corruption was rampant during the last president's rule. They enjoyed every opportunity. They pretended to mess things up if they wanted to. The last president, instead of controlling the looters, gave them more opportunities to please them.


Corruption has raised the voices of the Afghan people, but the former president has never listened.

 

Each visiting delegation to Afghanistan briefed the head of the Kabul administration on corruption in Afghanistan and was briefed several times at international conferences. And the former president has made dozens of promises to the international community to eradicate corruption in Afghanistan, but at the same time he forgot about it. Not only did he forget about the fight against corruption in Afghanistan, but he did more. Encourage him: Do whatever he wants but don't take the money out.


At the time, he may have wanted to instruct those involved in amassing wealth through illegal means to move their assets abroad. This is because your property may one day be confiscated in the country.



With the emergence of a new two-pronged leadership in Afghanistan, corruption has not only diminished, it has become even more shameful than before. This is because now that external financial resources have dried up, looters and corrupt circles have resorted to internal financial resources, mining, land looting and looting.


Mines in Badakhshan, Panjshir and most parts of the country are being ruthlessly mined by the state-linked looting mafia. Looting of public and private lands is going on inside the country.


It must be said that widespread corruption in Afghanistan has led to instability and war in the country. The ruling corrupt mafia is trying to disrupt peace and security. They are skillfully disrupting security in different parts of the country. Therefore, corruption is a major obstacle to development in the country.


The corrupt ruling political circles are well aware that if peace and security prevails in the country, then the people will try to establish an institution of legal means that will do everything possible for the aspirations of the people and the development of the society. To do. In that case, the corrupt will no longer be able to amass wealth through illegal means or may have their assets confiscated inside the country and frozen abroad.


It should be noted that if all the assets that have been illegally usurped by individuals or groups in the last eighteen years are returned to the state, then the state has no need for foreign aid in the development sector.


In view of this, it is necessary to create a revolutionary mechanism to confiscate the wealth collected illegally by corrupt people.

This is because those individuals, with military militias and criminal gangs or having influence in the security agencies, can let anyone hold them accountable for their illicit assets.

This mechanism can be as follows:

 



· First of all, the President of Afghanistan, Mohammad Ashraf Ghani, must refrain from employing corrupt and looting people in his office, cabinet, deputies, departments, provinces, commandos, judiciary and other institutions. Instead, they should hire patriotic, capable and corruption-free people.

· The illicit assets of a suspected corruption suspect can be traced back to his father's assets and his business and work history and income. But now he has billions of dollars in illicit wealth.

People say that all the current Afghan billionaires, in the past, did not have food in their homes to eat, but using illegal means, government resources and weapons, they have billions of dollars and are still embezzling people's and government property. And plunder international aid.

The number of people above may be as high as 20 or more.

A person suspected of corruption should have his / her bank accounts and debts checked in the name of his / her siblings, parents, sons, daughters, supervisors or servants inside and outside the country.

Factories, ships, planes and properties outside of corruption should be identified and, if established, should be part of the treasury.

· The country's leadership must be determined to root out corruption in the country and be able to use the available resources to better guide the anti-corruption mechanism. He should create a mechanism to dry up the roots of the existing corruption and confiscate the ill-gotten wealth, handing it over to the state and its original owners.

The looters of treasury and international aid, the usurpers of state and private lands, the property of people's homes, the slogans of religion, creed, ethnicity, language and region must be hidden. Corrupt and looting people at any level should be brought to justice and their illicit assets should be confiscated.

It is important to: 



·        A Revolutionary Independent Extraordinary Court should be set up by the President to confiscate illicit assets. A court whose members are not tainted by corruption and take very serious steps in this direction.

·        The first step was to compile a list of all the corrupt individuals who had amassed a fortune of more than one hundred thousand US dollars illegally.

·        Provide a list of all those who have usurped more than one jerib of land in urban areas and one bus outside the city.

·        Determining the assets of leaders and commanders of all political parties and organizations, distinguishing between their legal and illegal assets.

·        Establish a military unit to arrest and prosecute those involved in corruption.

·        The illicit assets of those involved in corruption should be confiscated and they should be sentenced to the necessary imprisonment in accordance with the law for their crimes.

·        Wealth that belongs to the people and has been usurped by corrupt tyrants. Must be returned to original owners. Such as the wealth of nomads in the central regions of the country, the wealth of Hindus and Sikhs in Kabul and other parts of the country and so on.

 


This mechanism can start with large fish and end with small fish. That means;



·        The first is to compile a list of people suspected of having assets of ????? 1 billion or more.

·        Second is the list of those suspected of having illicit assets of more than ??? 100 million to ???? 1 billion. These people may be up to five hundred in number.

·         Third is the list of people suspected of having illicit assets ranging from ? 10 million to ??? 100 million.

·        Fourth is the list of people who have amassed between ? 100 million and ? 10 million in illicit wealth.

 

Corruption in Afghanistan has a political dimension. Corrupt looters are trying to seize political-economic-security power in order to gain more than ever before by amassing illicit wealth .To protect their illicit wealth.


Corrupt citizens, whoever they may be, must be prosecuted and their ill-gotten gains returned to the state or their original owners.


It must be said that the fight against corruption, the rejection of illicit assets and future anti-corruption mechanisms are impossible to implement without the broad support of the people.


It must be said that the people of Afghanistan are suffering more than the current corruption, oppression and tyranny. People's lives are deteriorating day by day. They have nothing to eat or drink. They have no home and no place to hide the cold. Young people are unemployed from one day to the next. People against the disease do not have money for medicine.


Hunger, thirst, unemployment and insecurity are the main causes of widespread corruption in government institutions and by powerful individuals under the auspices of government officials.


The people of Afghanistan hate the current state machine. They know that there is corruption in every department of the government.


For the past 18 years, corruption has been supported by high-ranking government officials in amassing wealth through illicit means and is still going on.


In order to eradicate corruption, the implementation of the above anti-corruption mechanism will lead to profound changes in the structure of government and officials. Ninety percent of senior officials will be fired and will inevitably be brought to justice.


Collecting illegal assets from corrupt people and handing them over to the original owners and handing them over to the court of corrupt looters will save the country from destruction. The country will move towards development and the people towards prosperity.

 

These circles have engulfed all political and administrative structures of the country. Parliament, state institutions, the judiciary, political structures, so-called civil society and the media are controlled and administered by these circles.


In other words, there is a system of corruption, looting and bigotry in Afghanistan. As long as that system exists, eradicating corruption in Afghanistan is a dream.

 


It is possible to eradicate corruption in Afghanistan, but it is only possible to destroy the corrupt system in Afghanistan and replace it with a system that reflects the will of the people.

 


Now people think that the president's fight against corruption and the formation of commissions is just to mislead the people. The president does not want or is unable to bring corrupt high-ranking officials and those who have received hundreds of millions of dollars illegally to justice.


And if he can or wants to: (This yard and this field)

In order to eradicate corruption in the country, the political rule of the corrupt looters in Afghanistan must end.


It should be noted that not only the political and administrative dominance of the corrupt circles is a major obstacle in the fight against corruption but also the activities of the armed groups affiliated to Punjab have further prolong the political dominance of the corrupt groups in the country.

So-called past reforms do not eliminate corruption, but rather it requires profound political change. This profound political change can only be achieved with the cooperation of the people and the international community.


Corruption is eradicated through the overthrow of corrupt political regimes and the establishment of popular sovereignty.


If the President (Ustad Ashraf Ghani) really wants to bring about positive change in the society and eradicate corruption in Afghanistan, he must corrupt it with the support of the people. He has broken the main line of power in his hand.


Corruption is not eradicated, it is reinforced.

 

This is the experience of the Kabul government for the last 18 years.

If the political dominance of corruption is not eradicated, corruption will continue to exist in Afghanistan for decades. 

 

The foundation of corruption is itself the rule of corrupt circles. The chain of command is so strong that it will be very difficult for the president to deal with it.

 

The president can eradicate corruption with the cooperation of the people, but only if he himself refrains from appointing and supporting corrupt people.
