COP28 Resolutions and Reflections: One Step Closer to a Sustainable World

COP28 Resolutions and Reflections: One Step Closer to a Sustainable World

by Monica Rico

COP28 UAE held in Dubai from November 30 to December 12, 2023 marked a significant moment in global climate discussions. The conference concluded with a landmark decision to create a roadmap for transitioning away from fossil fuels, a first in the history of United Nations Climate conferences. This decision, however, stopped short of a complete phaseout of oil, coal, and gas, reflecting the complex negotiations and differing stances of participating nations.

The summit concluded with a series of notable outcomes:

?

1.???? Transition from Fossil Fuels: Nations agreed on a commitment to reduce reliance on fossil fuels, though the agreement fell short of a complete phaseout. This decision came after intense negotiations and reflected the challenge of balancing the interests of various countries. The agreement on transitioning away from fossil fuels, although not a complete phaseout, marks a significant shift in acknowledging the impact of fossil fuels on climate change. This represents a critical step in aligning global energy policies with climate goals.

  • The COP28 agreement included a significant reference to transitioning away from all fossil fuels starting this decade.
  • The document highlighted the need for deep and rapid reductions in greenhouse gas emissions to align with the 1.5°C warming limit set by the Paris Agreement.
  • Key actions outlined in the agreement included tripling global renewable energy capacity, doubling the rate of energy efficiency improvements by 2030, rapidly phasing down unabated coal, limiting new coal power generation, and transitioning towards net-zero emissions energy systems using zero and low-carbon fuels well before mid-century.

2.???? Commitment to Renewable Energy and Efficiency: There was an agreement to triple renewable energy capacity and double energy efficiency by 2030.

  • The pledge to triple renewable energy capacity to at least 11,000 GW by 2030 and double the global average annual rate of energy efficiency improvements was recognized by various heads of state and governments.
  • This commitment is crucial for meeting the collective goal of the Paris Agreement to limit warming to 1.5°C.
  • The International Energy Agency and the International Renewable Energy Agency supported this target, emphasizing the significant role of renewable energy and energy efficiency in achieving UN Sustainable Development Goal 7 ("affordable, reliable, sustainable, and modern energy for all").
  • The commitment also recognized the need for high-level political action to accelerate efficiency improvements and scale renewables.
  • A total of 123 countries signed this pledge, demonstrating a widespread commitment to renewable energy and efficiency.

3.???? Financial Initiatives: Several financial commitments were made, including the operationalization of the Loss and Damage Fund to support climate-vulnerable countries, replenishing the Green Climate Fund, and increasing finance for climate-related projects by the World Bank. These measures are crucial for aiding countries most affected by climate change.

  • Significant progress was made on international financial architecture reform to support vulnerable countries in their climate change efforts.
  • Innovations such as Climate-Resilient Debt Clauses (CRDCs) were expanded, with 73 countries joining a call for action to donors to expand the use of these clauses by 2025.
  • These CRDCs allow for debt service to be paused during climate catastrophes, providing fiscal space for countries to invest in climate action.
  • Major international financial institutions and countries, including the UK, France, World Bank, and others, committed to offering CRDCs in their lending.
  • The African Development Bank and the Inter-American Development Bank developed a mechanism to channel unused Special Drawing Rights through multilateral development banks, a critical step in making climate finance more available, accessible, and affordable.

4.???? Future Directions: The next round of national climate action plans, or Nationally Determined Contributions, is due in 2025. This is a critical timeline for countries to enhance their climate actions and commitments. Azerbaijan and Brazil will host COP29 and COP30, respectively.

  • The global stocktake, conducted as part of the Paris Agreement, is a key means to assess the world's response to the climate crisis.
  • A new synthesis report, reflecting the views of governments and stakeholders, underscored the need for more action to limit global warming to 1.5°C.
  • The report included submissions from 24 parties, representing 180 parties and 44 non-party stakeholders.
  • The global stocktake will inform the next round of climate action plans, the Nationally Determined Contributions (NDCs), due in 2025.
  • This process is crucial for maintaining momentum in global climate action and ensuring that countries are on track to meet their commitments under the Paris Agreement.

Despite these advancements, the outcome of COP28 UAE was met with mixed reactions. Civil society representatives, climate activists, and delegations from small island developing states expressed disappointment, citing the need for more significant actions and support. Concerns were also raised about the gaps in the resolution that could benefit the fossil fuel industry and the perceived hypocrisy of wealthy nations expanding fossil fuel operations while advocating for green transitions.

All in all, COP28 was a step forward in the global climate action, highlighting the urgent need to transition away from fossil fuels and invest in renewable energy and climate finance. On the other hand, it also highlighted ongoing challenges in achieving consensus among diverse nations and the need for more robust actions to address the climate crisis effectively.

Maintaining momentum and translating promises into action is essential. As we look ahead, collaboration, innovation, and sustained commitment will be crucial to achieving our climate goals.
