Control Your Destiny
Contrary to popular belief, you can exert control over unknown outcomes. This requires you to focus on what you control in a situation/assignment and not wait on external triggers or signs. Let's put this into context.
Assume Success
If you've delivered a proposal that has a shortlisting process and will require a formal oral presentation, assume you will be asked to present. Don't wait, assume success. This provides the maximum amount of time to prepare. After formal notification, if the client asks questions or requests information that you have not anticipated, you now have more time to nail the new content versus being rushed to do everything at once.
Preparation Breeds Confidence
Now that you've maximized the time to prepare the content, you can focus on practicing the presentation and delivery. And don't create a velvet lined echo chamber of your work buddies and colleagues that are familiar with your client and market segment. Invite colleagues that have successful track records in winning business who can ask the "tough questions" from the client's perspective. Who cares what you and your team thinks about your delivery and content....it's all about how it is perceived by the client.
When you've been through several painstaking iterations and are tired of hearing yourself, you've done all you can to control your destiny. No whining about "not enough time", "how did we know they'd ask all this additional stuff?" You will be surprised at your level of confidence when you present to the client. And win or lose, you've left it all on the field. No regrets.
Summary
You have more control over outcomes than you think. Instead of waiting for permission or a sign to move forward to next steps, assume approval/success and move out. You can course correct along the way. The end result will reflect your proactiveness.
