Contracts & Frameworks – Who’s won what this quarter?

Despite the current climate, it’s once again been a busy few months for the transport and infrastructure sectors when it comes to contracts and frameworks being awarded.

Here’s a roundup of the major contracts awarded across the transport & infrastructure sectors…

Rail

HS2

Atkins & Gleeds have been awarded spots on a ￡230m framework for cost control and programme delivery on HS2. Atkins have been awarded Lot 1; the ￡125.5m programme controls lot and Gleeds have won lot two, which covers commercial management, worth ￡104.5m.

Three construction firms have been invited to tender for the Birmingham Curzon Street Station Projects; BAM Ferrovial JV, Laing O’Rourke and Mace Dragados JV.

HS2 have also begun the search for specialist contractors to deliver the Overhead Catenary System and for M&E contractors for a ￡500m package of works.

Network Rail

Have awarded the contract to build Soham’s new railway station to J Murphy and Sons Ltd - Network Rail's framework delivery partner for the Anglia route.

Transport for London

Have announced the winners of their ￡130m framework for the management of “multi-billion megaprojects”:

·      Workstream one: curation of cost intelligence – ￡20m: AECOM, Arcadis, Faithful + Gould, Mott MacDonald, Mace, Currie & Brown.

·      Workstream two: cost intelligence research and development – ￡50m: AECOM, Arcadis, Costain, Faithful + Gould, Gleeds, Turner & Townsend, Mott MacDonald, Mace.

·      Workstream three: estimate review and assurance – ￡30m: Arcadis, Faithful + Gould, Gleeds, Mace, Mott MacDonald, Turner & Townsend.

·      Workstream four: estimate service delivery – ￡30m: CPC Project Services, Currie & Brown, Gleeds, Mace, Mott MacDonald, Turner & Townsend.

Workstream one is set to run until July 2022, while two, three and four run up to May 2023, with the option to extend the framework for a further year.

Northern Powerhouse

TfN have appointed Mace to lead the Programme Support Office for the Northern Powerhouse Rail programme. Under the new contract, Mace is responsible for project controls, project management, stakeholder management and commercial support.

Sydney Metro

Three teams have been shortlisted to carry out major tunnelling work on the Sydney Metro West project, linking Greater Parramatta to the Central Business District (CBD):

·      Acciona Australia and Ferrovial Australia

·      Gamuda and Laing O’Rourke Australia

·      John Holland, CPB Contractors and Ghella Australia.

Malolos–Clark Rail Scheme (Philippines)

Spanish, Filipino and South Korean contractors have won civil engineering contracts worth ￡565m to build initial elements of the 51km Malolos–Clark Railway, part of the Philippines’ long-term plan to boost connectivity and regional economic growth.

The first contract was awarded to a joint venture between Acciona of Spain and Manila-based EEI Corporation to build about 6.3km of track, 1.6km of depot access rail, and an underground railway station at Clark International Airport.

A second contract was secured by Posco Engineering and Construction of South Korea.

Metro System of Porto

Ferrovial Construction and Alberto Couto Alves have been awarded a ￡225m contract to extend the metro system of Porto, Portugal’s second largest city. The consortium will extend the metro’s yellow line by 3.5km and build a 3.1km circular pink line.

MTR Corporation

SNC-Lavalin’s Atkins business, in joint venture with Arup, has been awarded a design consultancy contract by MTR Corporation Limited (MTRCL) for the Tung Chung Line Extension in Hong Kong.

The project involves a 1.3km underground extension of the Tung Chung Line to a new terminus station in Tung Chung West.

Vancouver Subway

Acciona and Ghella have won a contract to extend the Millennium Line of Vancouver’s subway by 5.7km. Acciona and Ghella will work with Parsons as the systems integration contractor.

A team of Mott MacDonald Canada, Canada’s IBI Group and Dialog Architecture and Spanish engineer Ingenieria Especializada Obra Civil e Industrial, will work as the design contractors.

Jurong Region Line (Singapore)

Daewoo Engineering & Construction has won a place on a major transport infrastructure programme in Singapore, which sees it designing and building three mass rapid transit (MRT) stations for the planned Jurong Region Line (JRL). Daewoo takes a 60% share in the ￡215m contract, to be shared with local firm Yongnam Engineering & Construction.

Warsaw West) Railway Station

Ferrovial’s Polish subsidiary, Budimex, has been awarded a ￡400m contract to rebuild Warszawa Zachodnia (Warsaw West) railway station, which has the most passenger traffic in the country.

Energy

Sellafield

Have put contractors on notice for a ￡250m framework to replace its existing Operation Site Works (OSW) framework. A contract notice is set to be published in June 2022.

Hinkley Point C

Bilfinger has won two new contracts worth ￡350M for work on the Hinkley Point C nuclear power station. The firm will deliver the design, procurement, supplier management, fabrication and construction of pipework and specialist equipment for the power station.

Capula and Exyte Hargreaves have also been awarded contracts to support the next phase of construction at the Hinkley Point C nuclear power station in Somerset. Capula will be responsible for the design and build of instrument and control cabinets, while Exyte Hargreaves will design, manufacture and commission ventilation systems.

Building

London Borough of Enfield

Turner & Townsend have been appointed to provide project and cost management services to the London Borough of Enfield for the delivery of site-wide infrastructure at Meridian Water.

 Hallsville Quarter

Bouygues UK is to deliver a major mixed-use project in east London with a gross development value of ￡240m. The development will see the contractor build 620 new homes, a health centre, business and leisure space and public realm in Canning Town, in the London Borough of Newham.

The New Yangon City Development Company (Myanmar)

Roland Berger has been awarded the contract to manage the procurement process for a $1.5bn urban quarter to be built on the west side of the Yangon River.

 Neom Co

The developer of a smart city-region in northwest Saudi Arabia, has chosen Bechtel to design, build and project manage the construction of its transport, power and water infrastructure. 

The city is set to be a $500bn programme to build “a living laboratory and a hub for innovation” based on 5G technology, with an emphasis on high-tech and digital industries such as robotics and AI.

Aviation

Hong Kong Airport

Balfour Beatty’s Gammon joint venture has been awarded a four-year ￡1.27bn contract for the expansion of Terminal 2 at Hong Kong International Airport, by the Airport Authority Hong Kong.

Highways

Highways England

Announced back in June that five consultants have won places on a framework worth ￡260m. AECOM, Atkins, Arup, Jacobs and a Capita Pell Frischmann JV will act as technical advisers to support the delivery of the client’s UK Road Investment Strategy 2 (RIS2).

Amey has also won a ￡240m bridge maintenance contract for Highways England. The contract will see the firm inspect and maintain three bridges in South West England and Wales: the M4 Prince of Wales Bridge, M48 Severn Bridge and M5 Avonmouth Bridge for 15 years.

Yorkshire Highways Alliance Framework

Have announced the winners of it’s ￡300m roads framework covering road-surfacing works across Bradford, Leeds, Wakefield and York, as well as the Calderdale and Kirklees districts.

There were six lots in total with values ranging from up to ￡500,000 to ￡2m-￡6m. Four companies won places on all six: Cemex, Hanson Quarry Products Europe, Tarmac and Thomas Bow. Galliford Try Infrastructure and Lane Rental Services landed spots on all but the highest-value lot, while Colas and DSD Construction were only named in the ￡2m-6m category.

Central Kowloon Route Hong Kong

Balfour Beatty’s JV Gammon Construction has been awarded a contract worth ￡600m to deliver building, mechanical and electrical works on the Central Kowloon Route road project in Hong Kong. The contract with the Hong Kong Government’s Highways Department covers the delivery of critical M&E works as well as the construction of tunnel ventilation and administration buildings.

Germany’s A49 Motorway

Strabag and Leonhard Weiss have won a public–private partnership contract worth €700m for the construction of a 31km section of Germany’s A49 motorway. The scope includes the design, maintenance and operation of a 62km section of the motorway between the Fritzlar junction and the Ohmtal A5/A49 interchange.

Bunbury Outer Ring Road

A consortium led by Acciona, AECOM and Aurecon has won a ￡480m contract to design and build the Bunbury Outer Ring Road, Western Australia’s biggest infrastructure project. The 27km-long project will reroute freight and regional traffic from local roads and improve access to Bunbury and other destinations.

Lafontaine Tunnel (Montreal)

A consortium made up of Vinci and Pomerleau has won a contract to renew Montreal’s Louis Hippolyte Lafontaine Tunnel.

The ￡565m project will improve safety on the link, which runs under the St Lawrence Seaway to the east Montreal the city of Longueuil. It will also improve traffic capacity and promote the use of car-sharing and public transport.

Alberta Ministry of Transportation

Vinci, its subsidiaries and Graham have been awarded a ￡170m contract from the Alberta Ministry of Transportation to build the southern segment of Calgary’s ring road.

Water

Anglian Water

Costain, Farrans, Jacobs and Mott MacDonald Bentley have been named as winners on Anglian Water’s ￡350m Strategic Pipeline Alliance. The firms will work to help protect the East of England from drought by creating up to 500km of interconnecting pipes and associated pumping equipment, and upgrading existing infrastructure to allow water transfer across the region.

Thames Water

Atkins and Mace have secured contracts to help deliver Thames Water’s ￡9bn investment programme for AMP7. Atkins’ contract is worth ￡20M over the AMP7 period. The company will second employees into the asset management and capital delivery functions of Thames Water to advise on future work such as masterplanning, asset modelling, surveying, data generation and analysis, and delivering a range of business-critical strategic studies.

Mace has been appointed as Thames Water’s programme management office (PMO) delivery partner for AMP7.

New Water Supply Oslo

Skanska has won a contract to blast around 5km of tunnels under Oslo, Norway as part of the municipality’s bid to ensure safe water supplies for the city. The contract is worth c￡250m (NOK 2.88 billion).
